The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

All wave period data are presented or converted to the SOWAM spectral modal period bands with center periods of 3.2, 4.8, 6.3, 7.5, 8.6, 9.7, 10.9, 12.4, 13.8, 15, 16.4, 18, 20, 22.5, and 25.7 seconds.

The book commences with a description of mechanisms of surface wave generation by wind and its modern modeling techniques. The stochastic and probabilistic terminology is introduced and the basic statistical and spectral properties of ocean waves are developed and discussed in detail. The bulk of material deals with the prediction techniques for waves in deep and coastal waters for simple and complex ocean basins and complex bathymetry. The various prediction methods, currently used in oceanography and ocean engineering, are described and the examples of practical calculations illustrate the basic text.
