We have thought it needless to enter on controvertible points. As to the charges of wanton cruelty towards Germans in Bel gian cities in the first days of war, we shall only say that, as made, they are too vague to be examined, and nothing has been heard of them in Europe so far as we know. If they were true, they would not justify or excuse retaliation in cold blood. All the world knows what has been reported from the smaller places captured and occupied by German soldiery. We hope, for the credit of humanity, that much of it will prove to be false or exaggerated. Excerpt from The European War: August to March During the ten years from 1890 to 1900, this com mercial and industrial expansion went on with ever increasing rapidity, while during this time several causes for friction arose between Germany and Great Britain and Germany embarked on the crowning sin of her career, to British eyes, the creation of a great navy. Up to the launching of the Dreadnought by Great Britain, Germany's efforts at creating a navy able to cope with hers were not remarkably successful, owing to the great advance in constructed ships Great Britain possessed. But the success of this dreadnought type of battle ship, which practically sent all ships constructed be fore it to the junk heap, was Germany's opportunity which she improved, starting in on a well reasoned plan of construction that in a very few years raised her navy to the second strongest in the world, and bade fair in a few years-more to create a fleet fully as strong as that of Great Britain. This latter power did not view this proceeding on Germany's part with equanimity. She has herself for many years added to her fleet on the principle of keeping always equal in strength to the two strongest fleets which could be opposed to it. Germany's program of construction obliged Great Britain to strain every financial nerve to maintain the established proportion; So great was this strain that on one occasion she proposed to Germany that the construction of warships in the future be limited. She was Willing to pledge herself to only build five ships to each three built by Germany. Somehow or other the merits of this proposition did not appear clear to Germany, so the race in construction continued and the British middle classes, who largely had to pay the cost of the British construction, and whom Germany was also injuring by taking their customers from them in the world's markets in fair and open competition, did not have their love for Germany increased. Excerpt from The European War, Vol. 20 France and Great Britain, by the terms of which the two powers agreed to come to the aid of France if any unprovoked act of aggression were committed against her by Germany. It was provided that the treaties should be submitted to the council of the League of Nations, which would decide whether to recognize them as engagements in conformity with the League covenant; it was also agreed that the franco-american Treaty should be submitted to the United States Senate and the French Parliament for approval. The alliance had been suggested by France, who felt that adequate protec tion against a revived and revengeful Germany had not been accorded her by the main treaty. The supplementary pact referred to Articles 42 and 43 of the Versailles Treaty, which forbade Ger many to establish any fortification or maintain any military forces on the left bank of the Rhine or on the right bank to the west of a line drawn fifty kilo metres to the east of the same river; and the binding clause was as follows: In case these stipulations should not assure immediately to France appropri ate security and protection, the United States of America shall be bound to come immediately to her aid in case of any unprovoked act of aggression directed against her by Germany.
