Blackfoot Dam and Reservoir are situated in southeast Idaho in an area of active tectonism which includes recent volcanism, hot springs, and active faults. Three earthquakes were postulated for design purposes with horizontal motions as follows dur = 65 sec: (1) Local: Distance = 0; Ms = 6.5; accel j- 0.68 g, vel = 60 cm/sec, dur = 10 ces. (2) Near field: Distance = 30 km; Ms = 7.5; accel 0.68 g, vel = 60 cm/sec, dur = 10 sec. 3) Far field: Distance = 80 km; Ms = 7.5; accel = 0.25 g, vel = 48 cm/sec. Accelerograms were recommended for use with these parameters. An operating basis earthquake was based on motions for the severest shaking believed to have occurred at the damsite over the past 100 years. Seismic zones were developed for northern New England based on geological and geophysical data and on historic seismicity. Each zone was assigned a floating maximum earthquake and earthquake motions were attenuated to the site fron their sources. The site was found to be subject to a local earthquake (acceleration 0.15 g, velocity 27 cm/sec, and duration> or = 0.5 g of 9 sec) and an earthquake originating from the Ossipee area (acceleration 0.38 g, velocity 25 cm/sec, and duration> or = 0.05 g of 6 sec). Accelerograms and response spectra appropriate to these values were selected.

No evidence of active faults is present in the general area of the damsite. It is concluded that the faults which are present are all ancient ones and are inactive. Present day tectonism indicates that moderate earthquakes occur in the Piedmont and adjacent regions. Severe earthquakes are restricted to a narrow band along the Summerville to Charleston, South Carolina area. Motions attenuated from Summerville-Charleston band to the damsite are low. A probability of recurrence study showed that the operating earthquake has an acceleration of 0.075g (0.01 annual risk). The operating basis earthquake is generally more moderate than the maximum earthquake. It is selected on a probabilistic basis from regional and local geology and seismology studies as being the largest expected to occur during the life of the project; in this case, 100 years.
