The purpose of this report is to demonstrate usage of Geographical Information Systems (GIS) for analyzing intermodal freight networks. A complete GIS network, focused on the state of Texas, is developed and used to examine impacts of price, time, location, and policy on shipper routing. This process begins with an exploration of existing GIS applications, and state of the practice within the intermodal freight industry. This information provides a framework for building a technically feasible and relevant application. Data acquisition and processing techniques for both geographic and attribute data are considered. Relevant processes for creation of a GIS network and data conflation are identified and demonstrated. These techniques are used to create a network modeling the complex interactions and transfer rules amongst modes. Finally, several case studies are developed using the completed network to exhibit the power of GIS applied to intermodal freight. The report concludes with a summary, and observations to assist others attempting to build upon these results.

"As a basis for advancing sound decision making, the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation (USDOT) is committed to developing high-quality transportation data and information. With the understanding that geospatial data provide an important infrastructure for managing and integrating information necessary for informed decision making, BTS asked the Transportation Research Board to conduct a project to provide recommendations for improving geospatial information infrastructure among and across all modes of transportation. This report discusses an investigation of a prototype geographic information system (GIS) andintegrated web-based application (WebShipCost-Risk) with the ability to provide cost, time, and uncertainty analysis of inter-modal transportation processes based on up-to-date network information. The prototype system can allow shippers to define, represent and update their specific transportation network and related data within a GIS. The integration of a decision support system with a GIS could provide shippers with more convenient and efficient data management methods to support the decision making in terms of route planning. To achieve the desired goals, a three layer architecture was considered, which was based on a commercial GIS, a database system, and internet components. If fully implemented, the prototype application could provide a graphic, user-friendly analysis of inter-modal transportation networks.
