Abstract: Despite a sharp increase in the share of girls who enroll in, attend, and complete various levels of schooling, an educational gender gap remains in some countries. This paper argues that one explanation for this gender gap is the degree of social exclusion within these countries, as indicated by ethno-linguistic heterogeneity, which triggers both economic and psycho-social mechanisms to limit girls' schooling. Ethno-linguistic heterogeneity initially was applied to explaining lagging economic growth, but has emerged in the literature more recently to explain both civil conflict and public goods. This paper is a first application of the concept to explain gender gaps in education. The paper discusses the importance of female education for economic and social development, reviews the evidence regarding gender and ethnic differences in schooling, reviews the theoretical perspectives of various social science disciplines that seek to explain such differences, and tests the relevance of ethnic and linguistic heterogeneity in explaining cross-country differences in school attainment and learning. The study indicates that within-country ethnic and linguistic heterogeneity partly explains both national female primary school completion rates and gender differences in these rates, but only explains average national learning outcomes when national income measures are excluded.

Girls have achieved remarkable increases in primary schooling over the past decade, yet millions are still not in school. In their previous book, Inexcusable Absence, Maureen A. Lewis and Marlaine E. Lockheed reported the startling new finding that nearly threequarters of the girls who are not in school belong to ethnic, religious, linguistic, racial, or other minorities. In this companion volume, they further analyze the determinants of school enrollment, completion, and learning in seven countries: the highly heterogeneous populations of Laos, China, Pakistan, India, and Guatemala and the homogeneous populations of Bangladesh and Tunisia. The authors find that in ethnically and linguistically diverse populations, minority groups --minority girls in particular -- lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. By increasing understanding about the major impediments to universal primary education, Exclusion, Gender and Education provides valuable new knowledge to those who are working to bring gender equity to the education systems of poor countries.

More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Persuasive evidence demonstrates that gender equality in education is central to economic development. Paraguay is an under-examined, but remarkably fascinating country, where war, dictatorship, and elite capture have produced cycles of popular mobilization and repression. Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general. Finally, the study of different social movements within the Paraguayan context takes into consideration the links that each movement has forged with other such movements in Latin America, including the contributions that Paraguayan social movements have made to regional networks.
