The use of game theory (GT) in water resources by different disciplinary professions including, but not limited to, engineers, international relations experts, economists, and geographers, is vast and impressive. The objective of Game Theory and Water Resources is to collect this vast literature, catalogue it, and provide present and future practitioners of game theory in water resources with a source of information that can be useful for their research. The authors assume that readers of this monograph have the basic skills in game theory, and have kept explanations of game theory concepts to a minimum. Game Theory and Water Resources introduces the topics and moves onto reporting the historical trends observed in the accumulation of GT publications on water between 1942 and 2013. Section 3 describes the developments in Cooperative GT-methodologies to water issues, whose applications ruled the GT applications during the period 1950-1990. Section 4 reviews the development of Non-Cooperative GT (NCGT) methodologies to various water issues. Section 5 provides a comprehensive review of GT surveys that have been published in the literature. Section 6 reviews Game Theory applications by sub-sector -- the authors identify 11 sub-sectors and review the applications of GT approaches to each of them. The monograph ends with a conclusion and identification of remaining problems to be addressed in the future.

Abstract: This paper provides a review of various applications of cooperative game theory (CGT) to issues of natural and environmental resources. With an increase in the level of competition over environmental and natural resources, the incidents of disputes have been at the center of allocation agreements. The paper reviews the cases of common pool resources such as fisheries and forests, and cases of environmental pollution such as acid rain, flow, and stock pollution. In addition to providing examples of cooperative solutions to allocation problems, the conclusion from this review suggests that cooperation over scarce environmental and natural resources is possible under a variety of physical conditions and institutional arrangements. CGT applications to international fishery disputes are especially useful in that they have been making headway in policy-related agreements among states and regions of the world. Forest applications are more local in nature, but of great relevance in solving disputes among communities and various levels of governments.

This book has its genesis in a symposium of the International Water and Resource Economics Consortium held at Annapolis, Maryland, April 13-16, 1997. The two most important types of problems emphasized in this book are international and domestic interstate or interregional problems. Water quality degradation and water scarcity are two serious problems, and water resources management related to those problems usually involves conflicts. In the absence of market and exclusive property rights, those conflicts are unavoidable. Game theory is an appropriate approach to simulate and resolve such conflicts. The overall objective of this book is to develop a practical methodology and mechanism to promote the maximization of public welfare from a socio-economic and environmental perspective using game theory. There are three main goals: 1) to use game theory to illustrate and analyze phenomena of water resources management, 2) to set up non-cooperative and cooperative game theoretic simulation models of water conflicts in a river basin, and 3) to apply the game theoretic simulation approach into water conflicts involved in the Hanjiang River Basin (HRB) in China.
