The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. A group of technical space and national security experts supported the analysis by working through several plausible scenarios that explore a range of defenses that may be needed, concepts for employing different types of defenses, and how defensive actions in space may be perceived by others. These scenarios and the findings that resulted from subsequent conversations with experts are reported in the penultimate chapter of the report. Finally, the CSIS Aerospace Security Project team offers conclusions drawn from the analysis, actionable recommendations for policymakers, and additional research topics to be explored in future work.

Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. The contributions in this book reflect on the growing diversification of space law and is divided in two parts. The first part provides a look at the current developments in international space law and regulation and the second part investigates future perspectives of this process. It is only recently that international space law entered its third phase of development. While the first phase, between the 1960s and 1970s, was characterized by the elaboration of international conventions in the framework of the United Nations, the second phase saw the adoption of special legal regimes in the form of UN General Assembly Resolutions which were dealing with issues like direct broadcasting by satellites (DBS), remote sensing (RS) and the use of nuclear power sources (NPS) in outer space. The third and current phase received its impetus from the growing commercialization of space activities and their emerging privatization. Therefore the main characteristics of this period relate to the efforts of adapting international space law to these recent changes and of finding ways and means to reconcile State interests with commercial perspectives. This book forms a welcome addition to any collection in the field of space law and is a refreshing contribution to the discussion in the field.
