How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The concluding section explains persistent variation in EU cohesion decision making and implementation.

With the Treaty of Lisbon, the European Union will be endowed with a new mission: that of promoting territorial cohesion in addition to economic and social cohesion. Its implementation has been raising as much hope as apprehension, because it may disrupt certain policies which have a strong territorial impact. Briefly, it could be said that the "battle" for territorial cohesion consists of having to pass three successive tests, all of which have not yet been fully passed. The first amounts to debating the need to impose specific constraints or benefits in order to restore the balance in favour of certain territories. The second is predicated on justifying the level of policy-making competency required for such intervention, in this case, added value for the European Union or other actors, while also respecting the principle of subsidiarity. The third challenges the validity of a new regulatory or financial framework and the scope of a possible compensation for disadvantaged territories. This study presents the historic evolution, content and ramifications of this concept. It analyzes the forces at work in, and the three main components of a territorial cohesion approach""reducing geography-related disparities, ensuring coherence between sectoral policies and strengthening ties between territories. Acknowledging the difficulty of introducing new game rules on the European, as well as national, regional and local levels, it proposes to follow a two-stage roadmap: to adopt various specific measures of limited impact early in 2009 and then to speed up the process as from 2014.

The book critically reflects on some of the most important novelties and experimentations in the context of the European Union’s renewed urban and regional policy in the last programming period, 2014-2020. In particular, it examines four main innovations characterizing this period, which emerged as a result of the deep rethinking and reorganization of Cohesion Policy in the spirit of the place-based approach to local development, i.e. the development of the smart specialization strategy, the establishment of macro-regions, the focus on the urban dimension as a horizontal priority, and the role of social innovation in urban policy. Unlike other similar books, it analyzes the urban dimension of the reformed EU cohesion policy, especially focusing on its interplay with the regional dimension, and which has not been fully addressed to date.
