Consequently, the most urgent measure for all the surveyed countries must be the significant improvement of the efficiency of control regimes, using the Ecosystem Approach, as defined by the Convention on Biological Diversity. The education, training and awareness rising of freshwater fishery stakeholders on biodiversity and sustainable use issues can address the generally rather poor compliance of stakeholders with the relevant conservation measures. Taking into account the trend of a gradual decrease in numbers of professional fishers and increase in numbers of sport and recreational fishers, the latter should be a priority target group for IUCN cooperation. Recreational fishers in effective organizations and with their awareness sufficiently raised could be the force able to change the practices currently leading to overexploitation of freshwater fish diversity in Central and Eastern Europe. The report suggests developing a partnership between biodiversity conservationists and fishers by opening up constructive contacts between IUCN European Sustainable Use Specialists Group (ESUSG) and the IUCN Programme Office for Central Europe on the one hand and the European Anglers Alliance (EAA) and the European Inland Fisheries Advisory Commission of Food and Agriculture Organisation of the United Nations (EIFAC of FAO/UN) on the other.

Two events have recently improved the prospects of protecting fish and their environment in Switzerland: the acceptance of a new Federal Water Protection Law in the plebiscite of May 17th 1992, and the new Federal Legislation on Fisheries, in force since January 1st 1994. With this legal framework, the possibilities for protection of nature and landscape have now considerably improved in Switzerland. The most important aims of the Federal Law on Water Protection are to safeguard the natural habitats of the native flora and fauna and water as the habitat of aquatic organisms. This includes not only the preservation or restoration of water quality in lakes and rivers, but also, in rivers used for hydroelectricity, irrigation or as industrial or other water supplies, the maintenance of sufficient water to fulfill the minimal requirements for fish. However, good quality water in sufficient quan tities alone is not enough to guarantee the survival of fish. Intact fish habitats comprise various phYsical structures including plenty of hiding places, hunting grounds, reproduction and nursery areas within suitable distances from each other. This third aspect of conservation and restoration of aquatic habitats is a central point in the new Federal Law on Fisheries. Whereas the former versions of this law were more concerned with fishery regulations, the recent legislation defines new areas of responsibility for the federal and the cantonal governments.

This review reports on aquaculture development trends and challenges during 2000–2018 in the European Region covering 51 countries including European Union member states. Aquaculture production in the European Region is composed of marine molluscs and diadromous, marine and freshwater fish. It reached 3.4 million tonnes in 2018, while having a value of USD 16.6 billion. Atlantic salmon and rainbow trout combine to give nearly two million tonnes, with molluscs providing 0.7 million tonnes; marine fish species supplied 0.4 million tonnes and freshwater fish 0.3 million tonnes. In Europe, the strongest aquaculture growth has been seen in non-European Union states (e.g. Norway, Turkey, Russian Federation) while several European Union states have diminished production (e.g. France, Netherlands, Italy). The growth in value (5.8 percent) is higher than production (0.9 percent), which is now dominated by salmonids (nearly 60 percent), primarily Atlantic salmon. Mediterranean marine fish farming is mainly for gilthead seabream and European seabass. European cyprinid production in freshwater has increased slightly, where the Russian Federation, Czechia and Poland are the biggest producers. Mussels are the principal shellfish reared, led by Spain, followed by oysters in France and clams in Italy. While publicly quoted companies have led salmon development in Northern Europe, elsewhere aquaculture is done, with few exceptions, by SMEs and micro-enterprises. Mechanisms for financial support exist for aquaculture development throughout Europe but these have notnbeen matched by anticipated results. When unpredictable and time-consuming licensing procedures are combined with extreme competition for space and strict environmental regulations, both growth and investments are discouraged. Technology development focus has been given to structures appropriate for marine off-shore or ‘open ocean’ operation. The use of recirculating aquaculture systems (RAS) for large operations has also developed, both for hatcheries and for farms. Treatment for diseases and parasites remains problematic. Use of the same vaccines, veterinary treatments and disinfectants is not standardised, restricting the best health and welfare practices. Access to appropriate and efficient ingredients for formulated feeds remains a key issue for European fish farming, directly influencing productivity and profitability. The European Union is the world’s largest single market for seafood and the most important destination for European aquaculture production. With preferences declared for wild products vs. farmed, the habits of the European consumer have been studied, indicating evolving influences on purchase decisions. These include the use of additives, food miles, climate change, acceptance of manufacturing practices, cost and access as well as health benefits.

Due to the recent rapid development of freshwater aquaculture in the Caucasus Region, many new and previously known fish diseases have appeared. One of the most prominent features of the region’s aquaculture is that it is mostly based on the rearing of cyprinids, mainly the common carp (Cyprinus carpio), as well as a few other predatory fish species. As a result, this book focuses on the diseases that affect these and other important warmwater fish species. Although this field guide covers the diseases of warmwater fish of Central and Eastern Europe, the Caucasus and Central Asia, it also draws upon the extensive knowledge base available for the countries of Central Europe and the former Soviet Union, as well as recent research findings from the Islamic Republic of Iran and from Turkey. The major warmwater fish species cultured in the region and their health status are discussed, and two major categories of disease are recognized: biotic and abiotic diseases. Although there are numerous biotic diseases, abiotic factors (e.g. lack of oxygen, temperature, feeding mistakes) remain the main cause of losses in aquaculture. The best practices for the field and laboratory examination of disease outbreaks are reviewed, and the importance of accurate and detailed data recording emphasized. Prevention as a key factor in avoiding the spread of disease is highlighted, and actions to prevent the spread of diseases between farms, regions, countries and continents are discussed. Possible methods for the treatment of each disease are reviewed; unfortunately, the chemicals available for use in aquaculture are now rather limited, as many of them are hazardous to both the environment and human health. Of the viral diseases discussed, spring viraemia of carp (SVC) and koi herpesvirus (KHV) pose the greatest threats to the world’s carp populations. Of the bacterial diseases, ulcer disease is still the main problem in carp culture, while among the parasites, Ichthyophthirius multifiliis, the cause of white spot disease, is among the most important. Exotic parasites such as various Thelohanellus species, as well as tapeworms belonging to the genera Bothriocephalus and Khawia, are responsible for a considerable amount of damage. Some diseases of unknown aetiology are also discussed.
