Excerpt from The Rise and Decline of the Free Trade Movement This volume consists of the substance of a course which I gave in the Michaelmas Term of 1903; it was planned with the view of presenting to members of the University a dispassionate survey of the main issues involved in the present fiscal controversy. The lectures have been written out from notes which were taken at the time by my daughter, who has also helped me in supplying additional illustrations. Complaint was made by some of my audience that they could not tell which side I took. I fear I do not know for certain what my views might have been in 1783, or 1823 or 1846; I have never speculated about pre-natal political affinities. As to the impending issue, the case is different. It hardly seems possible that any one, who has been influenced by the political ideas of Sir John Seeley and is true to the economic teaching of Adam Smith, should hesitate. I hope to march with the men who have wisdom to reconsider a decision, honesty to acknowledge a blunder, and courage to try to retrieve it. The demand for a second edition has given me the opportunity of making a few trifling emendations. I have also added to the volume two lectures which have been already published in pamphlet form. Excerpt from Sophisms of Free-Trade and Popular Political Economy Examined Whoever contemplates, on the one hand, the enormous powers of production in the United Kingdom, and on the other, the misery which nevertheless grinds down masses of the population, will necessarily conclude that the circumstances which ensure or promote the creation and due distribution of wealth, are yet unknown or mistaken. He will see the science which assumes to teach these things, discredited, helpless, and utterly at fault. There must be something fearfully wrong or essentially deficient in the prevailing system: there must necessarily be some error in theory. No adequate practical measures of relief can be devised till it is discovered. The following sheets are not written to aid a party, but a assist, if possible, in reaching the truth on a very complex and difficult subject. Protectionists will find no defence of a high price of subsistence, and free-traders no acquiescence in their recommendation of unlimited and indiscriminate imports. Excerpt from The Rise and Decline of the Free Trade Movement The story of the rise and decline of the Free Trade movement has a practical bearing which renders it a matter of general interest at the present time; but it has also a special attraction for students of political phenomena. The agitation may be said to have been unique, for it had its basis in a scientific doctrine. The history of all ages of the world has shewn the play of human aspirations and passions, of racial an tipathies and moral ideals; but it was left for the eighteenth century to make a great advance in formu lating the knowledge of human society and of the conditions of its prosperity. The Free Trade move ment as a political force owed its strength to the fact that it had a scientific character: this seems also to account for its limitations and defects. Excerpt from Free Trade and English IT is intended in the following pages to take a short review of the present position of the free trade question in respect to the world at large, and especially in respect to the com merce of England. Such an inquiry might be useful, and perhaps interesting, at any time, but now, when commerce is abnormally depressed, and when it is a moot point how far that depression is connected with our free-trade policy, it becomes an important and urgent one. It is proposed, in the first part, to show the bearings of free trade on the commerce and industry of nations gene rally; and in the second to examine into the real causes of the present condition of English commerce, and ascertain to what extent, if any, it may be ascribable to the operation of free trade.
