Foundations in the United States have long exerted considerable power over education and scholarly production. Although today’s titans of philanthropy proclaim more loudly their desire to transform schools and universities than did some of their predecessors, philanthropic programs designed to reshape educational institutions are at least a century old. In Foundations and American Political Science, Emily Hauptmann focuses on the postwar Carnegie, Ford, and Rockefeller programs that reshaped political science. She shows how significant changes in the methods and research interests of postwar political scientists began as responses to the priorities set by their philanthropic patrons. Informed by years of research in foundation and university archives, Foundations and American Political Science follows the course of several streams of private philanthropic money as they wended their way through public universities and political science departments in the postwar period. The programs launched by the Carnegie, Ford, and Rockefeller philanthropies as well as their reception at the universities of California and Michigan steered political scientists towards particular problems and particular ways of studying them. The rise of statistical analyses of survey data, the decline of public administration, and persistent conflicts over the discipline’s purpose and the best methods for understanding politics, Hauptmann argues, all had their roots in the ways that postwar universities responded to foundations’ programs. Additionally, the new emphasis universities placed on sponsored research sparked sharp disputes among political scientists over what should count as legitimate knowledge about politics and what the ultimate purpose of the discipline should be.

Some of the nation's wealthiest philanthropies, including the Bill and Melinda Gates Foundation, the Walton Family Foundation, and the Broad Foundation have invested hundreds of millions of dollars in education reform. With vast wealth and a political agenda, these foundations have helped to reshape the reform landscape in urban education. In Follow the Money, Sarah Reckhow shows where and how foundation investment in education is occurring and presents in-depth analysis of the effects of these investments within the two largest urban districts in the United States: New York City and Los Angeles. In New York City, centralized political control and the use of private resources have enabled rapid implementation of reform proposals. Yet this potent combination of top-down authority and outside funding also poses serious questions about transparency, responsiveness, and democratic accountability in New York. Political theory consists in clarification of language and concepts, in description and analysis of institutions and behavior, and in appraisal and evaluation of political events. Hyneman's theory is not one of the behavioral or functional varieties that rely on special language and concepts drawn from other disciplines than political science. It emphasizes a central concern of both conventional and behavioral theory: the distribution of "power," or what proportion of people have influence over what aspects of government. He is also interested in how power is shared, divided, checked, and balanced.The main task of political theory, Hyneman thinks, is clarification of the values served by and sustaining American democracy. This task gives meaning and direction to analysis of the elements of democracy and to empirical research on the processes of democracy. In this sense political science is not "value-free"; it is most useful in pursuit of the implications of basic beliefs and ideals. These beliefs and ideals can be found in historical statements as well as inferred from institutions and behavior.Hyneman's emphasis on popular control, electoral politics, and equality of influence tends to challenge both of the "pluralist" and "ruling elite" schools-though it should be clear that he is not engaged in a scholastic debate. The freedom of his analysis, ranging from specific reference to the professional controversies of his day is one of its strengths and a probable source of originality. He connects it explicitly to the literature of political science at critical points, as it existed when originally published in 1968.

This path-breaking study seriously shakes the credibility of the prevalent interpretations of American government and politics. It exposes the real American constitutional morality, one embodied in a code adhered to by those in political life. Frank Coleman makes a persuasive case that the real roots of the American political system are in Hobbes, and not, as is usually thought, in Locke. He shows that a Hobbesian interpretation fits the transactional, bargaining, or conflict-management nature of American politics pointed out by all the empirical political scientists, although this viewpoint is incompatible with the leading philosophical interpretations of American constitutionalism. In so far as the American system and its rationale are Hobbesian, they are thereby incapable of resolving social conflicts and of pursuing any common good. The leading theories, particularly the reformist theories, are unable to absorb the teachings of empirical political science – and to such an extent that one can speak of a pattern of political schizophrenia prevailing in the political science profession. Coleman is no naive iconoclast: he has a thorough grasp and appreciation of the traditions of political theory from Aristotle to Oakeshott: he dissects his material meticulously, with coherence and integrity. His synthesis of empirical and philosophical studies of political life sharpens our perceptions and forces a re-evaluation of certain ideas and well-entrenched notions. Hobbes and America has serious implications for understanding both American politics and, more generally, western political experience and thought.
