Twenty historical case studies reveal how communication technology allows people to trust one another while mobilizing around a shared cause. Bloggers in India used social media and wikis to broadcast news and bring humanitarian aid to tsunami victims in South Asia. Terrorist groups like ISIS pour out messages and recruit new members on websites. The Internet is the new public square, bringing to politics a platform on which to create community at both the grassroots and bureaucratic level. Drawing on historical and contemporary case studies from more than ten countries, Irene S. Wu’s Forging Trust Communities argues that the Internet, and the technologies that predate it, catalyze political change by creating new opportunities for cooperation. The Internet does not simply enable faster and easier communication, but makes it possible for people around the world to interact closely, reciprocate favors, and build trust. The information and ideas exchanged by members of these cooperative communities become key sources of political power akin to military might and economic strength. Wu illustrates the rich world history of citizens and leaders exercising political power through communications technology. People in nineteenth-century China, for example, used the telegraph and newspapers to mobilize against the emperor. In 1970, Taiwanese cable television gave voice to a political opposition demanding democracy. Both Qatar (in the 1990s) and Great Britain (in the 1930s) relied on public broadcasters to enhance their influence abroad. Additional case studies from Brazil, Egypt, the United States, Russia, India, the Philippines, and Tunisia reveal how various technologies function to create new political energy, enabling activists to challenge institutions while allowing governments to increase their power at home and abroad. Forging Trust Communities demonstrates that the way people receive and share information through network communities reveals as much about their political identity as their socioeconomic class, ethnicity, or religion. Faced with the ever-accelerating pace of technological change and the restructuring of markets, many firms have been questioning the appropriateness of their own organizational structure and effectiveness. Consequently, we have witnessed much organizational experimentation and the development of new forms of organizing over the last decade. Firms are more dependent than ever on the need for continuous and radical innovations – and often innovations that go beyond their existing businesses. This challenges firms in terms of knowledge and idea sharing, and often necessitates the need to expand beyond the boundaries of the single firm for multi-party collaboration to meet serious challenges and develop creative solutions. Drawing from the Fourth International Workshop on Organization Design, and featuring contributions from an international array of specialists, this volume focuses on the expansion beyond the boundaries of the single firm and multi-firm networks, to include, for example, community-based organization designs. A community is a connected set of firms; the connections can take on many different dimensions. For organization design theory, community-based organizations have many implications. For one, organization design theory has to identify and describe designs that enhance collaborative behavior among firms without restricting the ability of the individual firm to continue to compete within its own marketplace. Moreover, organization design theory also has to identify and describe information processing strategies and designs that allow the continuous generation, sharing, and application of existing information and knowledge. The development of effective collaborative community designs is critically important to the global economy because, increasingly, our future depends on pursuing shared goals and sustainably developing our global commons. Ideally, the ideas and findings in this book will contribute to increased attention to new organization designs capable of meeting 21st-century opportunities and challenges.

Innovation in information and production technologies is creating benefits and disruption, profoundly altering how firms and markets perform. Digital DNA provides an in depth examination of the opportunities and challenges in the fast-changing global economy and lays out strategies that countries and the international community should embrace to promote robust growth while addressing the risks of this digital upheaval. Wisely guiding the transformation in innovation is a major challenge for global prosperity that affects everyone. Peter Cowhey and Jonathan Aronson demonstrate how the digital revolution is transforming the business models of high tech industries but also of traditional agricultural, manufacturing, and service sector firms. The rapidity of change combines with the uncertainty of winners and losers to create political and economic tensions over how to adapt public policies to new technological and market surprises. The logic of the policy trade-offs confronting society, and the political economy of practical decision-making is explored through three developments: The rise of Cloud Computing and trans-border data flows; international collaboration to reduce cybersecurity risks; and the consequences of different national standards of digital privacy protection. The most appropriate global strategies will recognize that a significant diversity in individual national policies is inevitable. However, because digital technologies operate across national boundaries there is also a need for a common international baseline of policy fundamentals to facilitate "quasi-convergence" of these national policies. Cowhey and Aronson's examination of these dynamic developments lead to a measured proposal for authoritative "soft rules" that requires governments to create policies that achieve certain objectives, but leaves the specific design to national discretion. These rules should embrace mechanisms to work with expert multi-stakeholder organizations to facilitate the implementation of formal agreements, enhance their political legitimacy and technical expertise, and build flexible learning into the governance regime. The result will be greater convergence of national policies and the space for the new innovation system to flourish.
