The grim state of the Myanmar economy in the second half of the 1980s forced the previous government of the Burma Socialist Programme Party to liberalize its external and internal trade. Since the military coup following political chaos in the later part of 1988, Japan, the European Community and the United States have suspended new economic aid to Myanmar. This has led to the present military government, the State Law and Order Restoration Council (SLORC), to work towards closer cooperation in diplomatic and trade relations with other Southeast Asian countries and to further liberalize its trade sector. This study explores and analyzes Myanmar's external trade and its trade relations with Southeast Asian nations, many of which are members of the Association of Southeast Asian nations (ASEAN), and raises issues and prospects of economic cooperation with neighbouring countries in the region, including the option for active participation in ASEAN.

This Technical Assistance Report paper highlights that the work on verifying reasonable size of coverage adjustments for Myanmar’s imports was addressed during the mission, using bilateral trade data from Thailand and China. The mission illustrated how granular data can be used to help determine proper adjustments to improve the coverage of the International merchandise trade statistics, using Thailand’s data on exports to Myanmar cross-classified by border checkpoint and 2-digit HS code. The data indicated potential under-coverage of Myanmar imports for a few checkpoints sharing land border with Thailand. Although the actual travel expenditure per person per day for certain years is likely to be lower than the time series published by the Ministry of Hotels and Tourism given continuous depreciation of Kyat over the past five years, this factor should unlikely outweigh the effect of growing numbers of inbound tourists. Balance-of-payments compilation file used by the Central Bank of Myanmar Balance of Payments Section has now been modified to accommodate suggested coverage adjustments for imports, and the new estimation model for freight and insurance on imports proposed during March 2019 mission.

At present, collecting and analyzing data from inside Myanmar remains notoriously difficult. There is, therefore, a non-Myanmar approach towards the majority of studies on Myanmar. This is especially the case when dealing with informal or illegal trade within the country’s territory. IRASEC and the Observatory on Illicit Trafficking wanted to fill this gap by giving the floor to Professor Winston Set Aung, the founder and the director of the Asia Development Research Institute, and director of the Asia Language and Business Academy in Myanmar. He is also an MBA lecturer at the Institute of Economics in Yangon and is involved in several international and regional research programs in partnership with various research institutes including the Institute of Asian Studies, Chulalongkorn University, Thailand; Tokyo University, Japan; and the Institute for Security and Development Policy of Sweden, Stockholm Environmental Institute. The focus of Professor Winston Set Aung’s study is to provide a Myanmar-centric perspective on informal or illegal trade. This study analyzes the relationship between foreign trade and economic growth in Myanmar over the period 1990-2014. It covers the annual data of GDP, Export and Import of Myanmar from 1980 to 2014. This study adopts two major methodological approaches - exploratory data analysis and descriptive analysis. For the first approach, Augmented Dickey-Fuller (ADF) unit root test and Granger causality test are used under the framework of Vector Autoregressive (VAR) model, which have almost never been studied for the Myanmar case. The second approach includes the analysis of Myanmar's foreign trade trend with descriptive statistics. The results show that foreign trade did not generate a significant effect on the economic growth of Myanmar. Rather, import growth was negatively influenced by the economic growth of Myanmar. It is found out that exports had been determined by the GDP growth. Thus, growth-driven export strategy had been applied for the period of 1990-2014. Also, there was only one causal run from export growth to import growth. The results conclude that foreign trade did not have significant impact on the economic growth of Myanmar over the period of 1990-2014.
