In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Economic aid to developing countries is an important -- and often controversial -- part of foreign policy for many Western nations. But how effective is such aid in achieving the objectives of the giver and the recipient? In this important study, Paul Mosley offers a challenging reassessment of the role of economic aid for nations on both sides of the equation. Mosley examines in detail the foreign aid programs of the leading Western powers with particular regard to the role of aid in international politics, and then examines the effectiveness of aid as a subsidy to exports, as an instrument of development, and as a means of redistributing income and bargaining power to the very poor. Mosley also incorporates overseas aid into the general economic theory of public expenditure. He examines the various protagonists on the supply side of the market for aid expenditures and in particular those on the demand side. Supporting this analysis of ways in which the aid market adjusts over time are extensive data from the OECD countries for the past thirty years. U.S. foreign aid programs began in earnest with the Marshall Plan to rebuild Europe following World War II. Arguably, the underlying rationale for aid during most of the post-war period was to counter Communist influence in the world. Since the fall of the Berlin Wall and the collapse of the Soviet Union, and particularly since the terrorist attacks of September 11, 2001, aid programs have increasingly been justified within the context of anti-terrorism. Despite changing global conditions and challenges, U.S. foreign aid programs, their organisational structure, and their statutory underpinnings, reflect the Cold War environment in which they originated.
