But that inefficiency in the domain of government, wherever it exists, is also and no less a species of economic waste which in the last analysis is a heavy burden upon every individual citizen, is only now beginning to be widely feScarcely more than a dozen years ago the first voice was raised in the United States to demand the collection of exact data for the purpose of promoting the erection of scientifically constructed municipal governments for our American cities. The organized effort, with this end in view, originated with the National Municipal League and was given momentum by the Bureau of the Census at Washington. Ohio was first among the States to systematically undertake the standardization of municipal financial reports, and in 1906 the General Court passed the law inaugurating the work in this Commonwealth, the first results of which are presented in this volume.
