The establishment of a new Commission, organized with direct regard to such a result, was the culmination of an agitation which has been in progress for a number Of years, and it clearly showed the intention of the people and of their representatives to pursue a policy which should. Finally and completely separate the insane from other objects of the State's charities. The asylums of the State may properly be.
