Small-scale fisheries are distributed in isolated, rural coastal areas around the globe, often far away from the control of the State. As such they are a quintessential example of self-governance. Our aim is to find order in the overwhelming institutional diversity we see in small-scale fisheries around the world. To do this in this paper we develop some theoretical tools we argue are key to organize ideas and build and test theory about self-governance in the context of small-scale fisheries. We argue that the first step is to start by making clear which is the basic set of action situations most common in fishing. What are the basic set of action situations that make up what we define as “small-scale fisheries”? We argue they are a set of regularized relations of production that start by accessing capital and other means of production and property-rights to go harvesting and end with the discount of costs of fishing to determine the fisher's profit. In continuing this relation of production into the future fishers and fishbuyers seek certain characteristics in one another. We investigated what characteristics do they seek in one another to give meaning to the concept of micro-institutional arrangements in fishing. We then investigated the role of micro-institutions in the context of the two dominant types of self-governance around the world: patron-client relationships and fishing cooperatives. We conclude with the identification of different patterns of behavior among the two different forms of self-governance in the case studies we investigated. It remains to be investigated in the future whether these patterns are generalizable or unique.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. Small-scale fisheries (SSF) contribute substantially to global food security, sustainable marine ecosystems and poverty alleviation. Yet many SSF face problems of overexploitation and poverty calling for novel governance approaches that enhance human-wellbeing, equity and ecological sustainability. External policies and interventions to support such governance transformations, however, need to take their often self-governed nature into account. Common practices based on informal arrangements between different fishery actors can make existing, mal-adapted structures very persistent and hence difficult to overcome. Here we combine multi-method empirical research on SSF in Mexico with agent-based modeling to analyze if and under which conditions interventions can shift ongoing self-organizing dynamics into directions that support the new governance form. We are particularly interested in the effectiveness of two different types of interventions, financial and social, and their performance under variable social and ecological conditions as commonly found in SSF. Our analysis reveals that a combination of financial and social support during extended periods of time is necessary to ensure persistence of new governance forms in face of competition with established forms, as well as environmental and social uncertainty. The findings highlight the importance of understanding the endogenous self-organizing dynamics created by the interplay between social (e.g. the dynamics of trust) and ecological (e.g. resource dynamics) processes in order to devise policies and measures to initiate a shift towards more sustainable pathways.

Self governance has proved to be a suitable instrument for the management of a common pool resource like fisheries. Under self governance, individuals organize themselves for the use of a resource, to deal with problems derived from the free access: overexploitation and low profit levels. Although there is a large amount of research devoted to investigate the common pool resources and self governance, there are two areas that represent a gap in the current research. One, what are the main variables related to likely self governance adoption? Two, how is the potential for self governance related to the economic efficiency of the resource users? Unlike most of previous research that involves ex-post analysis, this is an ex-ante assessment of the potential for self governance for management of a common pool resource: a small-scale fishery located in Mexico. This research hypothesizes a positive relationship between fisher's technical efficiency and the likely adoption of self governance for the management of the fishery. Taking a set of theoretical conditions, this research assesses the fishers' perception on the adoption of self governance. Further, a stochastic frontier analysis is applied to estimate the technical efficiency of each fisher. Finally, a relationship between the potential for self governance with technical efficiency, revenue, and other variables such as education and fisher experience is explored. The results show no significant effect of technical efficiency and revenue on the potential for self governance, as well a weak positive effect of fisher experience on the likelihood for self governance adoption. The findings of this research may be useful to improve the efficiency of the fishing activity and encourage the adoption of self governance in the study site. The method proposed in this research is based on attitudes of the fishers, and it represents a step toward understanding apriori whether self governance would be implementable or not. Thus, as an ex-ante assessment, it is hoped to help predicting individual's behavior to deal with the overexploitation and low income levels derived from the use of a common pool resource.
