In New York City the board of esti mate and apportionment controls the granting of money to the schools; in Detroit it is the city council and mayor; in Cleveland it is the county budget commission; in Newark it is the board of school estimate; while in such cities as Philadelphia, Seattle, Chicago and St. Louis, the board of educa tion raises and expends its own funds. Excerpt from Federal Aid to Public Schools It was in 1821 that the dissatisfaction of the original States with this policy came to a climax. Under the leadership of Maryland, the demand for school land grants for the original States became a burning issue. Connecticut, New Hampshire, Vermont, and Vir ginia lent their support to Maryland's efforts, but in vain. Their cause speedily became a lost cause.2 The next notable event occurred in 1841, when Congress passed an act providing for the distribution among the States and Territories of the net proceeds of the sales of public lands after the payment to the States of certain sums (per centum grants) to which the States were severally entitled. This act, however, remained in force less than one year, and the question of a general policy of Federal aid to public schools was allowed to slumber.3 The smith-towner bill, introduced into the United States Senate on August 10, 1918, renewed the issue. This bill, as is well known, failed of passage but was followed by the Towner Sterling bill. Whether the policies embodied in these two bills will ever be incorporated into Federal law or not, it is obvious that there is need of a concise account of just what aid the Federal Government has thus far provided for public schools. Excerpt from State Policies in Public School Finance The vast increases in school expenditure revealed by Table 1 are the result of the interaction of many different factors - the rapid increase both in total and in school population, the lengthening of the legal school year, the extension and increasingly effective enforcement of compulsory education laws, the placing by the community upon the school of a larger and larger number of functions, resulting In the introduction of many new types of studies and activities. It is impossible to consider here these various factors and the part they have played in increasing school costs. We may, however, show what is perhaps the most influential of all the above factors, namely, the growth in average attendance. In like manner, the increase in the annual average expenditure per Child epitomizes the net result of the interaction of most, if not all, of the factors at work} Data bearing upon these two factors are gathered together in Table 2, which shows by 10-year periods the increase from 1870 to 1918 in (1) the number of children in average attendance, (2) the annual expenditure per child in attendance, (3) the total annual expenditure.
