In its discussion of the resources required for the promotion of gender equality and the empowerment of women, the Beijing Platform for Action emphasized that funding had to be identified and mobilized from all sources and across all sectors.2 As Governments have the primary responsibility for implementing the strategic objectives of the Platform for Action, they were called upon to make efforts t. [...] Nevertheless, one of the key shortfalls of the Monterrey Consensus in terms of financing for gender equality concerns the lack of coherence between economic policies that emphasize low inflation and mobility of capital on the one hand, and the social commitments to poverty reduction, human rights and gender equality on the other. [...] The informal hearings of civil society conducted in preparation for the High-level Dialogue on Financing for Development in 2003 and 2005 underscored the need for the Bretton Woods institutions and WTO to incorporate gender equality concerns in their policies40 and the need to undertake analysis of the impact of agreements on women, and emphasized the urgent need to 38 Ramesh Arunachalam (2007).
