"PacifCorp Energy is applying to the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) for an incidental take permit (ITP) under Endangered Species Act Section 10(a)(1)(B) for a 10-year period authorizing the incidental take of Southern Oregon/Northern California Coast Evolutionary Significant Unit of coho salmon (Oncorhynchus kisutch), which is listed as threatened under the Endangered Species Act. The ITP would require implementation of a Habitat Conservation Plan with measures to monitor, mitigate, and minimize effects of PacifiCorp's Klamath Hydroelectric Project on these listed coho salmon for this period. Two alternatives were analyzed in this EA: issuance by NMFS of an ITP for listed Southern Oregon/Northern California Coast Evolutionary Significant Unit Coho salmon (Oncorhynchus kisutch) and the associated implementation of minimization and mitigation measures for coho salmon that would be implemented under an approved HCP (proposed action), or NMFS not issuing an ITP to PacifiCorp (no action alternative). The Proposed Action is likely to result in beneficial effects including improvements to salmonid populations and their habitat in the basin, potential for expanded prey base for fish-eating birds along the Klamath River mainstem, and improvements to employment opportunities for tribal and non-tribal workers in the basin. No significant adverse impacts to the human environment are expected as a result of the proposed action. The No Action alternative would in general not change the effects from those under current conditions, but continued degraded conditions in the Klamath River mainstem would occur with no mitigating actions taken to improve these degraded conditions.
