The losses were also less evenly distributed. There were not only a much larger number of companies which last year paid more for losses than they received in premiums, but the net losses of the year were much larger to several companies than any experienced in the previous three years. The fol lowing table shows the number of stock companies that have made net losses, putting expenses out of the account, in the past four years, the aggregate premium receipts, losses and net losses of said companies in each year, and the largest net loss of any company. Excerpt from Fifty-Fifth Annual Report of the Insurance Commissioner of the Commonwealth of Massachusetts, January 1, 1910, Vol. 2: Life, Miscellaneous, Assessment and Fraternal Insurance One of the marked changes in the laws relating to insurance made by the Legislature of the present year was the enactment of the statute providing standard provisions for health and accident poli cies. This act goes into effect J an. 1, 1911, and is substantially like the law enacted in New York the present year. This act is the result of work done by the insurance commissioners of the various States, who, seeing that policies issued by accident companies were in many respects unsatisfactory, determined to draft a bill and offer it for consideration to the Legislatures of their several States. It is expected that many other States besideslnew York and Massachu setts will enact this bill into law, and thus give practical uniform legislation on this question in a very large proportion of the States. This will be in the interest of the companies as well as the policy holders, and is simply a step in the direction of uniform legislation, which should be followed, and doubtless will be followed, by other attempts on the part of the insurance commissioners to pave the way for harmonizing the essential provisions of the insurance laws of the various State-s as far as practicable. Excerpt from Fifty-Ninth Annual Report of the Insurance Commissioner of the Commonwealth of Massachusetts, Vol. 2: January 1, 1914; Life, Miscellaneous, Assessment and Fraternal Insurance The various policy contracts provide for an adjustment of the premium at the end of the policy term, based upon an audit, and provide for a refund of that part of the premium paid which is in excess of the amount determined as proper by the audit, or for the payment of such an amount of additional premium as may originally have been underestimated. This is an important part of the policy contract, and should be strictly adhered to by both parties. Massachusetts workmen's compensation rates are industrial rates and not occupational. The basis of a rate is the business as a whole. Thus, whatever may be the rate for a Street railway company, for example, it is applicable to all the employees having to do with the operation of the road. Obviously the employee who washes the car windows is performing much less hazardous work than the man engaged in the power station. The rate is too high for one duty and too low for the other, but both are a part of the average of the risk.
