The quiet of the city, the safety of the lives and property of our citizens, and the honor of the city abroad, depend very much upon the efficiency of the Police Department. The increased expenses of this department have caused complaints to be made which I think are not with out foundation. I would, therefore, in this and every other department, recommend a rigid system of economy. While we should not be niggardly, or too parsimonious, we should be as watchful for the interests of the city as a prudent individual is in his private affairs.
