S. House of Representatives One Hundred Fourth Congress First Session The subcommittees met at 1:05 p.m. in Room 2318 of the Rayburn House Office Building, the Honorable Steven H. Schiff, chairman of the Subcommittee on Basic Research, presiding. Mrs. Morella. I think I'll call the meeting to order now. I want to welcome you to today's joint hearing of the Technology Subcommittee and the Basic Research Subcommittee chaired by my good friend and colleague, the distinguished gentleman from New Mexico, Mr. Schiff, who will be with us momentarily. Today's topic, a federal technology transfer and federal laboratories, is one of great interest to both of our subcommittees. I believe that this posture hearing should be helpful to the members of the subcommittees as we review pending legislation, and should be especially useful in providing important historical and practical background to the newer members regarding federal technology transfer policies and our federal laboratories. Actually, in order to move more effectively, and to tap into the expertise of our witnesses, I have asked all the panelists to submit their opening statements for the record. With the convening of each panel, we're going to ask the members to proceed directly to the questioning of witnesses. 1 think a lot of information will come out that way. This procedure should result in an effective dialogue with all of the panelists and the members. The economic advances of the 21st century are rooted in the research and development performed in laboratories around the world today. Therefore, our future well-being as a nation becomes dependent upon the continuous transfer of basic science and technology from the laboratories into commercial goods and services. Congress has long tried to encourage the transfer of technology and collaboration between our laboratories and industry. The purpose of this paper is to consider strategiesthat federal laboratories could use to improve technology transfer, along withstrategies that governmental policy makers and private firms could follow.Improving technology transfer in federal labs necessitates a close look at thefollowing issues: the federal laboratory consortium; protecting intellectualproperty and developing good licensing practices; finding solutions togovernmental problems; creating quality cooperative research and developmentagreements (CRDA); accelerating cultural change; making laboratory inventorsaccessible; working with universities and not-for-profit organizations;assessing and marketing laboratory capabilities; avoiding conflicts ofinterest; copyrighting software created by federal employees; providingfairness of opportunity for cooperative research and development agreements;and expanding the federal technology resource base. Other issues of concern include: present and future legislation; the role ofcompanies; measuring the progress and success of technology transfer; thevariety of interactions between companies and the labs; and the role oftechnology transfer staff and top management at the labs. It is recommendedthat top management and technology transfer officers at the labs shouldreassess the role they can play in facilitating interactions with private firmsand move quickly to expand their activities in the privatesector.(LMH).
