This document provides the Alaska Energy Authority's (AEA) Revised Study Plan (RSP) for original licensing of the proposed Susitna-Watana Hydroelectric Project, Federal Energy Regulatory Commission (FERC) Project no. 14241. This RSP is required under FERC's Integrated Licensing Process (ILP) regulations, 18 CFR Section 5.13, and includes a set of 58 individual study plans to support the licensing of the Project. This RSP builds upon the study plans in the Proposed Study Plan (PSP), and has been prepared through extensive consultation with federal and state resource agencies, Alaska Native entities, nongovernmental organizations, members of the public, and other licensing participants.

This document is a responce to the Federal Energy Regulatory Commission Staff's December 31, 2012 letter to the Alaska Energy Authority (AEA) regarding the Revised Study Plan for the referenced Project filed by AEA on December 14, 2012. The December 31 letter states that 13 of the 58 study plans lack sufficient detail for the Commission to make a study plan determination. The Staff's letter appears to be based on concerns with the Revised Study Plan identified in a letter filed by the National Marine Fisheries Service dated January 2, 2013. Alaska Energy Authority disagrees with this characterization and addresses each of the matters raised by Staff's December 31 letter in this document.
