Federal law, particularly theClinger-Cohen Act of 1996, hasdefined the role of Chief InformationOfficer (CIO) as the focal point for ITmanagement within agencies. Giventhe longstanding challenges thegovernment faces in managing IT andthe continued importance of the CIO,GAO was asked to (1) determine thecurrent roles and responsibilities ofCIOs, (2) determine what potentialmodifications to the Clinger-Cohen Actand related laws could be made toenhance CIOs' authority andeffectiveness, and (3) identify keylessons learned by CIOs in managingIT.
