Excerpt from Federal and State Services and the Maine Indian: A Report The Advisory Committee concludes that these facts are not isolated quirks of circumstance: they are the result of longstanding assumptions, policies, and practices of discrimination against Maine's Native American population. In addition to its investigation of the denial of specific Indian services, the Advisory Committee reviewed the various Federal and State programs for which Maine Indians are generally eligible as citizens. In these programs, the Advisory Committee found a wide spectrum of attitudes toward Maine Indians. It is evident that there are areas of progress. Yet, it is also clear that Indians have seldom been included in the planning or decision-making process which affects their lives. If the Advisory Committee has an overriding concern, it is that every State and Federal entity which may possibly have impact on Indian people in this State must have Indian representation and structural input in the development and carrying out of services. Beyond this, there must be expansion of social services from both State and Federal levels if Maine Indians are in fact to enjoy full and equal citizenship under the Constitution. Finally, we request that you, as the chief officials of the U.S. Commission on Civil Rights, act to assure the representation of Native Americans in the employment posture of the Commission and that you consider holding national hearings in the near future on the problems of the non-federally recognized tribes.
