This Quality Control Plan has been prepared to address the Feasibility Study (FS) and Remedial Investigation/Site Inspection (RI/SI) Addendum activities and a Change Order to Delivery Order No. 0009 dated July 15, 1993, at the Fort George G. Meade (FGGM). This Remedial Investigation/Feasibility Study (RI/FS) Technical Work Plan was prepared by Engineering Technologies Associates, Inc. (ETA) under Contract No. DACA31-92-D-0045, Delivery Order 0010, for the U. S. Army Environmental Center (USAEC). The study area is a storage facility for old vehicles, transformers and a variety of equipment. The site was formerly referred to as the Defense Property and Disposal Office (DPDO) Yard and is now known as the Defense Reutilization and Marketing Office (DRMO) Yard. This Work Plan has been developed in accordance with the Guidance for Conducting Remedial Investigations and Feasibility Studies Under CERCLA, United States Toxic and Hazardous Materials Agency (USATHAMA) Geotechnical Requirements, and the USATHAMA Quality Assurance Program (1990). Under the 1988 Defense Secretary's Commission on Base Realignment and Closure Act (BRAC), approximately 9,000 acres of the 15,000 acre facility were designated for closure. In October 1991, 7,600 acres were transferred from the U.S. Army to the Patuxent Wildlife Research Center, south of Route 32. In January 1993, an additional 500 acres were also transferred and FGGM decided to retain the 308 acres including the Active Sanitary Landfill. Figure 1 is a map showing the physical location of the DRMO Yard in relation to the BRAC Land Parcels. The remaining 440 acres, including the Tipton Army Airfield, is scheduled for closure in September 1995. Figure No. 1 shows the DRMO site in relation to surrounding lands.

The purpose of this investigation is to conduct a remedial investigation/feasibility study at the HHA and FTA sites at Fort Meade. As part of the analyses, data gaps will be identified. Previous studies have been conducted by Arthur D. Little, Inc., and EA engineering, Science and Technology, Inc. The RI/FS process is designed to collect sufficient data of demonstrable quality, which can then be used to assess potential risks to human health and the environment, develop/evaluate remedial alternatives, and select a preferred remedial action. In general, data obtained during the RI phase is used to evaluate the nature, extent, and migration of contaminants at sites that are known or believed to have been adversely impacted by past hazardous waste or hazardous materials handling practices. The FS phase evaluates potential remedial action with regard to effectiveness, risk reduction or mitigation, implementability, and cost.

The U.S. Army Environmental Center directed ABB Environmental Services, Inc. (ABB-ES), under Contract No. DAAA15-91-D-0008, to conduct a Remedial Investigation (RI) and Feasibility Study (FS) to address the contamination of soil and groundwater at Area of Contamination (AOC) 43J at Fort Devens, Massachusetts.
