Under contract with the United States Army Environmental Center (USAEC), Ecology and Environment, Inc. (E & E) conducted this Feasibility Study (FS) for two Areas of Contamination (AOCs) at Fort Devens, Massachusetts: AOC 32 and AOC 43A. These AOCs are in Functional Area II, the Main Post. This FS is intended to identify and establish cleanup objectives for contaminated media, to evaluate and refine a list of alternative technologies that are being considered to remediate the contaminated sites, and to analyze in detail a short list of feasible alternatives. E & E conducted a Remedial Investigation (RI) of AOCs 32 and 43A and collected samples of environmental media to characterize the sites and to support ecological and human health risk assessments. Future use of the AOCs in Functional Area II (the Main Post) is expected to be of an industrial nature, similar to the current use of the sites. These expected uses were considered when the risk assessments for Functional Area II were developed.

ABB Environmental Services, Inc. (ABB-ES), prepared this Feasibility Study (FS) Report for Area of Contamination (AOC) 43G at Fort Devens, Massachusetts in accordance with the U.S. Army Environmental Center (USAEC) Contract DAAA15-91-D-0008, Delivery Order 005. On December 21, 1989, Fort Devens was placed on the National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Supertund Amendments and Reauthorization Act (SARA). In addition, under Public Law 101-510, the Defense Base Realignment and Closure (BRAC) Act of 1990, Fort Devens was selected for cessation of operations and dosure. In accordance with these acts, numerous studies, including a Master Environmental Plan (Biang et al., 1992), Enhanced Preliminary Assessment, and Site Investigations (Sis) have been conducted which address potential areas of contamination referred to as Study Areas (SAs) at Fort Devens. A current total of 76 SAs have been identified and placed in 13 priority groups. These SAs are subject to a Federal Facility Agreement (FFA) (Interagency Agreement AG) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA) for environmental investigations and remedial actions (USEPA, 1991a).

At the direction of the U.S. Army Environmental Center (AEC), formerly the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA), ABB Environmental Services, Inc. (ABB-ES) will conduct supplemental field investigations under USATHAMA Contract DAAA15-91-D-0008, Delivery Order 0004, at the Shepley's Hill Landfill and Cold Spring Brook Landfill at Fort Devens, Massachusetts. These areas were identified for investigation in the Fort Devens Master Environmental Plan (MEP) as the Group 1A sites, and are subject to a Federal Facility Agreement between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA). The Shepley's Hill Landfill contains Areas of Contamination (AOCs) 4, 5, and 18. The Cold Spring Brook Landfill contains AOC 40 (Biang, 1991). Objectives of the proposed field investigations at the Shepley's Hill and Cold Spring Brook landfills are to more clearly establish the nature and extent of contamination in groundwater, surface water, and sediments; to better define physical site characteristics in support of engineering evaluations; and to obtain data required to complete a detailed ecological risk assessment.

The Cold Spring Brook Landfill is identified as Solid Waste Management Unit 40 in the Fort Devens Master Environmental Plan and as Area of Contamination 40 in the Federal Facility Agreement (Interagency Agreement) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA). The Shepley's Hill landfill Operable Unit consists of the sanitary landfill incinerator, Area of Contamination (AOC) 4; sanitary landfill No. 1 or Shepley's Hill landfill, AOC 3; and the asbestos cell, AOC 18. Both AOC 4 and 18 are located within the bounds of the Shepley's Hill Landfill. landfill operations at Shepley's Hill landfill began at least as early as 1917 and stopped as of July 1, 1992. The landfill received household and military refuse, and during its last few years of use, operated using the modified trench method. From 1941 until the late 1940s ash from the sanitary landfill incinerator was buried in the landfill.
