Flood and water logging land situations are the natural features of Eastern India. These situations start from the foot hills of the Himalayas in Nepal and extended up to Bangla Desh covering the entire stretch of eastern India. The flood-prone basins of eastern India have their own traditional farming systems. Traditional technologies give low but stable yield. Improved technologies generated at experimental stations have not been able to outperform farmers traditional technologies. Efficacy of alternate technology development and dissemination process was explored through the Ford Foundation supported Farming Systems Research (FSR) programme in eastern India. The book deals with the approaches and experiences gained during implementing the FSR programme in a Gandak basin of Vaishali district in Bihar.The book highlights the role of people for developing local resource based technologies. While developing such technologies environment, ecology and social aspects were taken into account. This experience of the authors is being documented so that development workers working under similar situations can develop participatory technologies apart from directly using already developed appropriate technologies mentioned in this book. Notwithstanding past achievements, flood damage continues to rise throughout the world as the magnitudes of floods increase, partly as a result of poor land management and partly by climate change, growing populations and continuing development in flood-prone areas, and the aging and deterioration of flood defences. One of the major goals of water management is the protection of society from floods. That issue is addressed here in terms of such broad issues as flood analysis, flood impact, non-structural and structural flood management measures. Non-structural measures focus on flood plain management, flood insurance, flood forecasting and warning, and emergency measures during floods. Structural measures focus on catchment management, embankments and flood reservoirs. Post-flood measures are also discussed. Future planning of flood management should be based on a clear understanding of the effectiveness interventions and their impacts on river catchment ecosystems.

This report presents a perspective on the impacts of flooding in rural areas and how to address them in an integrated way that delivers multiple long-term benefits for people (food, water, and economic security) and nature. The challenges faced by rural communities are illustrated and a strategic approach to flood management is presented. The approach advocated is based on a paradigm of planning that connects the short and long term, seeks to simultaneously manage flood risk to people, their agrifood systems, related livelihoods and the economy, while promoting the positive (and necessary) role floods play in maintaining productive agriculture (and aquaculture) and ecosystem health. In doing so, the approach embeds the concepts of disaster risk reduction (DRR) that are integral to the Sendai Framework for Disaster Risk Reduction 2015–2030, which contributes to the 2030 Agenda for Sustainable Development and the crucial need to progress at pace towards the Sustainable Development Goals. The report highlights how flood management practice has evolved throughout history largely in response to flood events. This heuristic approach has yielded some important advances in both policy and planning. Central to this has been the shift from a reactive emergency-based response towards a proactive approach aimed at reducing and managing flood risks. There is however more to do. Recognizing that rural areas have received disproportionately less attention, and current approaches to planning and management are less well established in rural areas compared to urban areas (Asian Development Bank, 2018), a small number of recommendations are set to help make more rapid progress towards flood resilience in rural settings.

This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

The Niger River Basin covers 7.5% of the African continent and is shared between nine riparian countries. The human population of the basin is growing at an average annual rate of about 3%, which makes the Niger River Basin one of the areas with the highest fertility rates in the world. The desert margin is expanding; climate change is negatively impacting rainfall; and urbanization, industrialization, and the human and livestock population are threatening the quantity and quality of available water resources. The basin population already suffers from chronic poverty. Based on a literature review, this paper suggests some key water-related and other interventions that are capable of easing the basin’s development challenges.
