The Phoebus II Reactor required a neutron absorber material for criticality control and a neutron poison material for reducing the flux peak at the forward end of the fuel element. Normal B4C was chosen for the neutron absorbing material, and Cu was employed as the matrix. A feasibility study developed procedures for producijg uniform, dense, stable sheet material of Cu-20, 40, and 50 v/o normal B4C. The procedures were, with only slight modifications, translated to production operation to yield sheet from which Phoebus II control plates and end poison plates were made.
