The vast majority of military personnel and their families are not extremists. But even a small number of people engaged in extremist activities could damage the U.S. military's reputation, its force, its members, and the larger community. Extremist activities can also be harmful to the individuals who are radicalized and their friends and family. To address the problem of U.S. military service members' exposure to and potential involvement in extremist movements, the authors present a framework for understanding and reducing the risk of extremism in the U.S. military. The framework calls for recognizing and scoping the problem, preventing future extremist views and activities, detecting and intervening when observing extremism, measuring extremist trends, and evaluating intervention measures. The U.S. Department of Defense has existing programs that support personnel and their families, promote diversity and inclusion, and prevent violence. The authors recommend a community-based approach that leverages existing military programs to better support commanders with their responsibilities for combating extremism. Such an approach would not only help prevent service members and their families from associating with extremist groups but also assist the military in responding sooner--and more effectively--if members do engage in extremist activities.

This thesis argues that the involvement of active duty military personnel in white extremist groups and activities, no matter how small in numbers, poses a serious threat to the "good order and discipline" and ultimate combat effectiveness of the U.S. military. The purpose of this thesis is twofold: 1) to produce a reference document for military commanders; and 2) to offer policy and other recommendations. Beginning with a discussion of the two subsets of white extremists and their respective ideologies, the thesis then provides an in depth analysis of nine contemporary groups and a profile of their membership. Following this is a discussion of sociological and psychological explanations for contemporary white extremism. Finally, this thesis outlines the Departtnent of Defense (DoD) policy on extremism, analyzes reports released by the United States Army (USA) and the National Association for the Advancement of Colored People (NAACP) on this subject and discusses the extent of this problem DoD wide. Recommendations that I advocate beyond those recommended by the USA and the NAACP are: 1) the prohibition of passive participation in extremist groups; 2) that leaders receive periodic training in the indicators of extremist activity and information on local extremist groups; 3) that minorities are spread evenly throughout units so as to be present at the smallest sub units possible; 4) that servicemembers should be assigned to barracks rooms based on these ethinically diverse small units; 5) that the DoD should prohibit the policy of "open installations;" and 6) that the DoD (e.g. the Defense Equal Opportunity Management Institute (DEOMI)) should consult with those in academia who are subject matter experts on extremism.

The purpose of this report is to examine the feasibility of instituting or improving measures for screening military enlistees for gang or extremist group involvement. The report begins with an extensive review of the literature on right-wing extremism and street gangs, with a specific emphasis on the implications of these phenomena for the United States Armed Forces. This review includes an in-depth discussion of three main approaches to understanding right-wing extremism, and an examination of actual cases of extremist activity in the military. Next, the review considers documented and potential cases of gang activity in the military. Throughout this review, opportunities for identifying and screening gang members and extremists are highlighted, as are some drawbacks and caveats regarding such screening. The second major section of the report reviews the military's current responses to the problems of gangs and extremism among enlisted personnel. It begins by discussing the enlistment process, including prescreening by recruiters, aptitude and medical screening at Military Entrance Processing Stations (MEPSs), background screening during the pre-enlistment and pre-accession phases of the enlistment process, and further enlistee observation occurring at Recruit Training Centers (RTCs). Next, a variety of Department of Defense (DoD) Directives and Service policies regarding active-duty personnel are discussed. Here, particular attention is given to how such policies have been changing in response to the rise of problems like gang and extremist activity among military personnel and to how the different Services have approached such problems. Finally, the military's current efforts to research gang and extremist problems further are examined.
