Britain's external economic policy, from the end of the Second World War up to 1960, was dominated by the threefold constraints of the War's financial consequences, dependence on post-war American aid, and commitments to liberalised international trade and payments. Professor Pressnell gives detailed attention to the reconstruction of the shattered balance of payments and management of sterling crises, the eventual repayment of the massive wartime sterling debts, and the efforts to foster a Europe-wide trading community. Britain's close support of European reconstruction, notably of France, is also examined. On the much misunderstood question of closer integration with Europe, this volume examines the reasons for Britain's drawing back by 1949, and the subsequent policy reversal in 1961, with the application to join the European Economic Community.

Ecoltomic and political background When after five years of war and occupation (May 194o-May 1945) The Netherlands started on the road to recovery, the economy was in a catastrophic condition. As a result of destruction, requisitioning and looting, and of unavoidable expenditures by the Government in exile, the national wealth in terms of real and financial assets had been reduced by about 30 per cent. The productive capacity in industry, agriculture, transportation and infrastructure was heavily damaged, stocks were exhausted and labor productivity was serious ly underminded (the daily food ration had reached the near starvation level of barely 600 calories per person).1 Monetary reserves and foreign investments had suffered heavy losses. The economic and social strategy on which the new post-war Government embarked was directed towards three major objec tives: a) rapid reconstruction of the productive potential; b) equit able distribution of the national income; c) rational utilization of the available economic resources. It was realized that the achieve ment of these objectives was conditioned by austerity with respect to consumption, after a reasonable subsistence level had been restored; by a maximum investment effort; by the re-establish- 1 During the war period, the population had increased by more than 400,000 reaching 9.3 million end-I94S.

Controlling inflation is among the most important objectives of economic policy. By maintaining price stability, policy makers are able to reduce uncertainty, improve price-monitoring mechanisms, and facilitate more efficient planning and allocation of resources, thereby raising productivity. This volume focuses on understanding the causes of the Great Inflation of the 1970s and ’80s, which saw rising inflation in many nations, and which propelled interest rates across the developing world into the double digits. In the decades since, the immediate cause of the period’s rise in inflation has been the subject of considerable debate. Among the areas of contention are the role of monetary policy in driving inflation and the implications this had both for policy design and for evaluating the performance of those who set the policy. Here, contributors map monetary policy from the 1960s to the present, shedding light on the ways in which the lessons of the Great Inflation were absorbed and applied to today’s global and increasingly complex economic environment.

Five years into the ongoing and tragic conflict, the paper analyzes how Syria’s economy and its people have been affected and outlines the challenges in rebuilding the economy. With extreme limitations on information, the findings of the paper are subject to an extraordinary degree of uncertainty. The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

Drawing on substantial new research, Saville focuses on the role of Ernest Bevin and his differences with Clement Attlee, particularly with regard to the Middle East. Countering the widely held view that Bevin sought accommodation with the Soviet Union, he reveals Labour's Foreign Secretary as a fervent ideologue, wholly in agreement with the deep-seated anti-Sovietism of his permanent officials.

Gary Burn examines how in 1950s London, City bankers invented a new form of money and escaped offshore, beyond the jurisdiction of monetary authority. This is the story of the Eurodollar and the re-emergence of global capital. It tells how the City discarded sterling and reclaimed its historic role as the world's foremost financial centre.
