The External Economic Dimensions of the European Union focuses on the broad range of recent initiatives taken by the EU to reinforce its common external economic policy in a rapidly changing environment. The prospects of the EU are increasingly interrelated with the dynamics of the world economy. In the multipolar post-Cold War economy, the EU faces many uncertainties and new challenges. The transatlantic link still dominates the EU's external relations but the cohesion of the Euro-American relatioship has been tested severely. Moreover, the transition of Central and Eastern Europe and the rise of new growth poles in Asia and Latin America have not only creates new opportunities for trade and investment but intensified international competition at the same time. The volume is organised in two parts. Part I focuses on the competitiveness of the EU and its position in the world economy as well as on specific aspects of its external economic policies including the restructuring of the Common Agricultural Policy and the enlargement of the EU membership. Part II is exclusively devoted to the regional dimension of the external policy of the EU and focuses on the rapidly evolving relationship with the other Triad powers, the USA and Japan, the neighbouring countries and the emerging markets. The book brings together a range of distinguished authors who analyse the wide range of initiatives from the perspective of economics, political science and law. It is a timely and essential work that will reward the attention of policymakers and interested academics throughout the world.

The EU has become an important international actor. Its internal policies often have repercussions far beyond its borders. It is also increasingly becoming a proactive global actor, defending its interests and projecting its norms and values in both bilateral and multilateral external relations. This volume has a special focus on external economic relations and includes chapters on the Euro, trade policy, and competition policy as well as on specific bilateral relationships. The section on relations with industrialized countries deals with the United States, Canada, Russia, Japan and China, while the section on relations with developing countries has chapters on administrative reform, environmental cooperation, Cuba, Central America and Iran. The book thus gives an up-to-date overview of important aspects of the EU's external relations. With a focus on political economy, it traces the continuous interplay of economics and politics that has characterized the EU's development of a fully-fledged foreign policy. What emerges is a picture of a European Union that is better equipped institutionally to deal with economic, rather than political issues.

The European Union: Dilemmas of Regional Integration is a readable, informative volume for students and instructors of introductory and intermediate courses in international relations and comparative politics. Since the daily activities of the European Union cut across the comparative/IR distinction, the book will prove useful in both courses.Caporaso begins with a detailed chapter that provides readers with important information about the institutions and history of the European Union. In subsequent chapters he examines dilemmas such as the conflict between national sovereignty and the development of regional social policies, the external impact of the European Union (is it open or close, a force for peace or a source of conflict?), and conflicts between democratic openness and accountability on the one hand and expert decisionmaking on the other. Caporaso develops the implications of these dilemmas by place them within broader debates in comparative and international politics. It was named a Choice Outstanding Academic Book of 2001.
