Local transportation agencies in Minnesota are facing a growing workforce shortage, and many are struggling to hire and retain enough qualified staff. At the same time, today’s workforce wants more growth opportunities and career mobility. This suite of tools, also available at http://www.mnltap.umn.edu/workforce, was designed to help local agencies fill open positions and expand the transportation workforce. The tools take a two-pronged approach: Some help local agencies recruit, train, and retain workers in the short term, while others help promote career opportunities to students and feed the longer-term worker pipeline. Ultimately, the tools help local agencies and employees meet their mutual needs. Agencies can attain the staffing needed to serve their communities and maintain Minnesota’s infrastructure, and employees from a broader applicant pool can chart a career in transportation.

This project supported a multi-university/agency partnership between Prairie View A&M University (PVAMU), the Texas A&M Transportation Institute (TTI), and Texas A&M University (TAMU) that focuses on producing high-quality transportation professionals from underrepresented groups. This project redesigned and expanded the Summer Transportation Institute (STI) Scholars program created with previous funding from this sponsor; its goal is to motivate students to take an interest in civil engineering and transportation careers. The STI Scholars program curriculum was redesigned to enhance the stimulating environment that would attract, inspire, and encourage students from various high schools within Texas and beyond to participate in the STI and STI Scholars program for the two summers before they pursued higher education. The STI Scholars program's internet presence was enhanced with updates and improvements to the STI webpage and Facebook page. To promote long-term sustainability, the project produced a network of (a) former students, (b) educational professionals (counselors and teachers), and (c) public and private agencies including academia. The program was able to track former graduates as part of its goal to monitor their education and careers beyond the program and found that 100 percent of the STI Scholars program graduates that could be tracked (seven out of eight) are pursuing higher education and more than 70 percent are pursuing higher education in science, technology, engineering, and mathematics (STEM)-related fields. The success of this project is having a positive impact on the civil engineering programs at PVAMU and TAMU and can serve as a model for similar outreach programs at other locations across the nation.

The COVID-19 pandemic is transforming the global economy and significantly shifting workforce demand, requiring quick, adaptive responses. The pandemic has revealed the vulnerabilities of many organizations and regional economies, and it has accelerated trends that could lead to significant improvements in productivity, performance, and resilience, which will enable organizations and regions to thrive in the next normal. To explore how communities around the United States are addressing workforce issues laid bare by the COVID-19 pandemic and how they are taking advantage of local opportunities to expand their science, technology, engineering, mathematics, and medicine (STEMM) workforces to position them for success going forward, the Board of Higher Education and Workforce of the National Academies of Sciences, Engineering, and Medicine convened a series of workshops to identify immediate and near-term regional STEMM workforce needs in the wake of the COVID-19 pandemic. The workshop planning committee identified five U.S. cities and their associated metropolitan areas - Birmingham, Alabama; Boston, Massachusetts; Richmond, Virginia; Riverside, California; and Wichita, Kansas - to host workshops highlighting promising practices that communities can use to respond urgently and appropriately to their STEMM workforce needs. A sixth workshop discussed how the lessons learned during the five region-focused workshops could be applied in other communities to meet STEMM workforce needs. This proceedings of a virtual workshop series summarizes the presentations and discussions from the six public workshops that made up the virtual workshop series and highlights the key points raised during the presentations, moderated panel discussions and deliberations, and open discussions among the workshop participants.
