Democratic government is facing unprecedented challenges at a global scale. Yet, Turkey's descent into conflict, crisis and autocracy is exceptional. Only a few years ago, the country was praised as a successful Muslim-majority democracy and a promising example of sustainable growth. In Turkey’s Exit from Democracy, the contributors argue that President Recep Tayyip Erdoğan and the Justice and Development Party government have now effectively abandoned the realm of democratic politics by attempting regime change with the aim to install a hyper-presidentialist system. Examining how this power grab comes at the tail end of more than a decade of seemingly democratic politics, the contributors also explore the mechanisms of de-democratization through two distinctive, but interrelated angles: A set of comparative analyses explores illiberal forms of governance in Turkey, Russia, Southeast Europe and Latin America. In-depth studies analyse how Turkey's society has been reshaped in the image of a patriarchal habitus and how consent has been fabricated through religious, educational, ethnic and civil society policies. Despite this comprehensive authoritarian shift, the result is not authoritarian consolidation, but a deeply divided and contested polity. Analysing an early example of democratic decline and authoritarian politics, this volume is relevant well beyond the confines of regional studies. Ersin Kalaycıoğlu and Ali Çarkoğlu, who conducted surveys comparable to the American National Election Survey for the 2002 and 2015 national elections in Turkey, chart the dynamics that brought the pro-Islamist conservative Justice and Development Party (Adalet ve Kalkınma Partisi-AKP) to power in 2002, and that continue to influence electoral politics. The authors trace the uneven course of democratization in Turkey, as revealed through elections, since the first competitive, multi-party elections in 1950. Since the market liberalization reforms of 1980, Turkey has been rapidly evolving from a closed, agricultural, comparatively underdeveloped polity into an open and industrial state primarily integrated with the global economy. Kalaycıoğlu and Çarkoğlu analyze different dimensions of five elections surveys in 2002-2015 period to show how the consequent socio-economic changes and traditional socio-cultural divisions have affected elections, political parties, and individual voters. The authors conclude that the historical-cultural divide between rural, peripheral, conservative groups and more urban, centrist, and modernized groups not only persists but shapes elections more than ever. This book not only provides an original comprehensive and critical evaluation of the Turkish electoral and party politics, it also offers a case study of voting behavior in a state undergoing both democratization and market liberalization in a rapidly changing and volatile international environment.

How did the Turkish-Kurdish Conflict arise? Why have Turks and Kurds failed for so long to solve it? How can they solve it today? How can social scientists better analyze this and other protracted conflicts and propose better prescriptions for sustainable peace? Return to Point Zero develops a novel framework for analyzing the historical-structural and contemporary causes of ethnic-national conflicts, highlighting an understudied dimension: politics. Murat Somer argues that intramajority group politics rather than majority-minority differences better explains ethnic-national conflicts. Hence, the political-ideological divisions among Turks are the key to understanding the Turkish-Kurdish Conflict; though it was nationalism that produced the Kurdish Question during late-Ottoman imperial modernization, political elite decisions by the Turks created the Kurdish Conflict during the postimperial nation-state building. Today, ideational rigidities reinforce the conflict. Analyzing this conflict from "premodern" times to today, Somer emphasizes two distinct periods: the formative era of 1918–1926 and the post-2011 reformative period. Somer argues that during the formative era, political elites inadequately addressed three fundamental dilemmas of security, identity, and cooperation and includes a discussion of how the legacy of those political elite decisions impacted and framed peace attempts that have failed in the 1990s and 2010s. Return to Point Zero develops new concepts to analyze conflicts and concrete conflict-resolution proposals.

This book analyzes the transformation of ethnic and religious political parties in Turkey with special focus on their role in the country’s democratization and regime changes. Turkey went through a process of autocratization under the rule of the AKP government over the last two decades. Scholars question the structural, agent-centered and cultural factors that led the country on this path, and provide the lessons learnt from this case for other cases of democratic decline or breakdown. This book contributes to this debate. It treats the three national elections (2002, 2007, 2015-June) as opportunities for democratization, in which the Islamist-successor AKP (in 2002, 2007) and the Kurdish-successor HDP (in 2015-June) managed to overcome identity politics and received the organized support from social groups outside of their traditional constituency. This book argues that in a semi-democratic context where repressive acts of the state (e.g. banning of parties, arresting politicians) have been subject to widespread public criticism, confronting the state becomes a salient issue. When these parties manage to frame this issue as one of democracy, they take ownership of it, and this then becomes an opportunity for democratizing the regime. This opportunity, yet, can be missed if the party follows an office-seeking strategy rather than a policy-seeking one.
