During the 1990s, a government program brought together environmental scientists and members of the intelligence community to consider how classified assets and data could be applied to further the understanding of environmental change. As part of the Medea program, collection of overhead classified imagery of sea ice at four sites around the Arctic basin was initiated in 1999, and two additional sites were added in 2005. Collection of images during the summer months at these six locations has continued until the present day. Several hundred unclassified images with a nominal resolution of 1 meter have been derived from the classified images collected at the 6 Arctic sites. To assist in the process of making the unclassified derived imagery more widely useful, the National Research Council reviewed the derived images and considered their potential uses for scientific research. In this book, we explore the importance of sea ice in the Arctic and illustrate the types of information-often unique in its detail-that the derived images could contribute to the scientific discussion.

The past 15 years have seen marked progress in observing, understanding, and predicting weather. At the same time, the United States has failed to match or surpass progress in operational numerical weather prediction achieved by other nations and failed to realize its prediction potential; as a result, the nation is not mitigating weather impacts to the extent possible. This book represents a sense of the weather community as guided by the discussions of a Board on Atmospheric Sciences and Climate community workshop held in summer 2009. The book puts forth the committee's judgment on the most pressing high level, weather-focused research challenges and research to operations needs, and makes corresponding recommendations. The book addresses issues including observations, global non-hydrostatic coupled modeling, data assimilation, probabilistic forecasting, and quantitative precipitation and hydrologic forecasting. The book also identifies three important, emerging issues-predictions of very high impact weather, urban meteorology, and renewable energy development-not recognized or emphasized in previous studies. The stresses associated with climate change are expected to be felt keenly as human population grows to a projected 9 billion by the middle of this century, increasing the demand for resources and supporting infrastructure. A phased array antenna can electronically steer the direction of the antenna beam almost instantaneously. In an Active Phased Array Radar (APAR), this capability is used to allow the system to multiplex its time between many different functions; the primary functions are search and target tracking. Potentially, the APAR can be designed based on the task it is performing, such that any savings in radar time in meeting the requirement of one task allow that time to be devoted beneficially to other tasks. The primary goal of this research is to investigate the performance assessment and improve the techniques for control of an Active Phased Array Radar performing the tracking function. In order to reliably and efficiently track targets, a MS. Excel 5.0 Spread Sheet program is implemented so that tracking range must be rapidly changed. With this program we can explore the many degrees of freedom that future APAR's will bring, such as adaptable update rate, antenna beamwidth, transmitted power, frequency, etc.
