Traffic engineers are often faced with operational and safety challenges at rural, high-speed signalized intersections. Vehicle-actuated control, combined with multiple advance detectors, is often used to improve operations and safety. However, this type of detection and control has not always resulted in a significant number of crashes. Crashes sometimes continue to occur at high-speed intersections, and delays to traffic movements can be unnecessarily long. An innovative detection-control system was developed for the Texas Department of Transportation to minimize both delay and crash frequency at rural intersections. This system was subsequently implemented at several intersections in Texas and its safety and operational benefits were evaluated. This report documents the findings and conclusions reached as a result of a three-year implementation project. The Detection-Control System was installed at each of eight intersections in Texas during the three-year period. Five of the intersections were suitable for a before-after study of safety and operational data. An evaluation of the before-after data indicated that the Detection-Control System was able to reduce delay by 14 percent, stop frequency by 9 percent, red-light violations by 58 percent, heavy-vehicle red-light violations by 80 percent, and severe crash frequency by 39 percent.

High-speed isolated signalized intersections (HSISI's) are generally encountered after long uninterrupted and uncongested flow conditions, thereby catching some motorists by surprise. For this reason alone, approaches to HSISI's need to have safe and effective warning, control, and intersection geometric treatments. This research identified characteristics at California HSISI's that relate to accident rates. A data base consisting of approximately 100 intersection and approach variables was established and used to investigate advance warning, signal timing and phasing, channelization, signal equipment configurations, shoulder widths and types, median widths and types, and approach speeds.

Between 2016 and 2021, MnDOT installed retroreflective signal backplate borders at 116 signalized intersections in Minnesota. Retroreflective signal backplate borders are intended to further increase visibility of the signal head both during the day and at night. The goal of installing retroreflectivity to backplates is to reduce crashes at the intersection by drawing more attention to the current phase of the signal. Backplates with retroreflective borders are listed as a Federal Highway Administration Proven Safety Countermeasure with a listed safety benefit of a 15% reduction in total crashes. With the installation of retroreflective signal backplates on MnDOT signals, the changes in crash rates were not found to be statistically significantly different from similar locations that did not have retroreflective signal backplates. These results indicate there has been little impact on crash rates in the few years after the installation of retroreflective signal backplates.

Between 2010 and 2022, 83 J-turn intersections were installed on Minnesota Department of Transportation (MnDOT) roadways. The J-turn is an alternative intersection layout that is intended to provide safety benefits by limiting the number of points within an intersection that two or more vehicle paths might intersect. Before-after analyses at J-turns and control sites were conducted and compared. With the installation of a J-turn, the analyses found decreases in fatal and serious injury crashes, angle crashes, and fatal and serious injury angle crashes. The large decreases in severe crashes at J-turn locations indicate the J-turn can be an effective safety treatment. The analysis also found J-turns have lower crash rates for key crash types as compared to low-volume interchanges and rural, high-speed signalized intersections.
