This is Volume I of a two volume set and the first of a series of interim reports which will be published under the Evaluation Framework Work Unit of the Evaluation of Environmental Investments Research Program. Volume I documents, from 10 case studies, an initial effort to identify the important planning issues presently being faced by Corps planners. This effort was conducted from March through November of 1994 by conducting a focus session with Washington level reviewers and by conducting a large number of interviews with Corps and non-Corps study team members. A comparative analysis identifies the important themes that emerged from this effort. Recommendations and future needs are also discussed in this Volume. (MM).

A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

This report was prepared under the Monetary and Other Valuation Techniques Work Unit of the USACEEvaluation of Environmental Investments Research Program. Overall, the objectives of this Work Unit are to: (1) identify relevant socioeconomic use and nonuse values associated with environmental projects; (2) improve the linkages between environmental output measures and necessary inputs to socioeconomic evaluation; (3) develop, test, and provide guidance for nonmarket valuation of environmental project outputs; and (4) assess the appropriateness of nonmonetary evaluation techniques for prioritizing programs at the national level. The conceptual foundation and institutional setting for pursuing further study are developed in this initital report. Specific objectives are to: (1) describe services provided by environmental resources and systems and methods for their measurement or valuation; (2) review existing research programs and products; and (3) evaluate the resource constraints on potential Corps' field applications. The report concludes with recommendations for further research. Independent expert views from an economist, engineer, ecologist and psychologist as to environmental outputs and valuation techniques are included as appendicies. (MM).

This book challenges the prevailing assumption that Environmental Impact Assessment (EIA) should be structured around a unitary EIA process. The book begins by identifying, through a scenario, eight recurrent problems in EIA practice. The characteristics of multiple variations of conventional EIA processes, at both the regulatory and applied levels, are then presented. The residual problems that remain after the conventional processes are described and assessed providing the springboard for a description and analysis of eight alternative EIA processes.
