Over the past several years, the UK Defence Science and Technology Laboratory (DSTL) and the US Air Force Research Laboratory (AFRL) have been involved in research to develop training and assessment methods for use in mission training via distributed simulation. As part of these efforts, we developed competency-based training and rehearsal scenarios and data collection instrumentation for routinely delivering and assessing distributed training events. The most recent collaborative study, named "Red Skies" involved extending our work to include field assessments of the training benefits derived from involvement in a simulation-based distributed mission training event and subsequent live flying at a Coalition Red Flag exercise event at Nellis Air Force Base, Nevada in the US. This event was the largest Red Flag event ever hosted, and presented a number challenges for the study and for data collection. This paper presented the methods and results from the distributed simulation preparation, which involved connecting simulators in Bedford UK with those of the Warfighter Readiness Research Division of the AFRL, located in Mesa, Arizona. It also presents results from the subsequent live fly and evaluation in the Coalition Red Flag exercise, which included demonstrating our first and successful attempt to follow coalition pilots from a Distributed Mission Operations (DMO) training event to the Red Flag exercise and to collect data while the live fly event was underway. Outcome data is presented and discussed. We close with a discussion of the implications of our work to date as a way forward for future training events and how the methods and process developed for Red Skies can allow us to quantify and demonstrate training benefits from distributed simulation training for live Operations.

Military capability is delivered operationally at a team and collective level, be it a unit as small as a squad or section, or as large as a maritime task group. Modern military forces are required to deal with a potentially wide range of missions frequently involving multiple alliance partners, within a geopolitical environment which can seem to change rapidly. Individual performance, while being important, is not the primary determinant of mission success - force integration, interoperability, adaptability and teamwork are key factors. Team and collective training which fully addresses these factors is fundamental to the development and delivery of military capability. As a consequence, the requirement to determine training requirements and specify effective systems for the delivery of team and collective training is critical to operational success. Training Needs Analysis (also known as Front End Analysis), is a well-established methodology for analysing training requirements and specifying training solutions used extensively by the UK and its NATO partners. However, the analytical techniques employed are optimised for individual training, with little guidance being offered on its application in the team and collective context. Team and Collective Training Needs Analysis (TCTNA) has been developed to close this methodological gap. It addresses the issues of the relationship of individual and team tasks, teamwork, command and control, task and training environments, scenario definition, instructional strategy, team training approaches, instructional functions, and wide-ranging organisational and procurement considerations. Part One of the book develops an integrated set of models which underpin the analytical approach presented in Part Two. Worked examples and case studies illustrate the application of the approach. Between 2005 and 2015 the authors worked on numerous training-related research projects at Cranfield University and Coventry University for the Human Factors Integration Defence Technology Centre and the Defence Human Capability Science and Technology Centre on behalf of the Defence Science and Technology Laboratory, UK Ministry of Defence.

Exercise Black Skies 2008 (EBS08) was a simulation exercise conducted in the weeks prior to the live air combat training exercise, Pitch Black 2008 (PB08). During EBS08, a Royal Australian Air Force (RAAF) air battle management (ABM) team conducted a series of vignettes designed to prepare them for their tactical command and control role in PB08. A broad goal of EBS08 was to provide an environment within which a number of new simulation tools and training techniques could be evaluated and developed for future implementation within the Royal Australian Air Force (RAAF). The tools and techniques evaluated were: the Air Defence Ground Environment Simulator (ADGESIM), Toteboard, Air Warfare Assessment and Review tool, After Action Review tools and the Team-Dimensional Training framework. These evaluations, which form the basis or this report, were informed by the observations of human factors scientists and interviews with the RAAF participants. Participants provided extensive feedback on each tool, highlighting shortcomings and providing valuable suggestions for improvement. This feedback will guide the further development of these tools for implementation in future research exercises and in RAAF training programs. Overall, the participants found EBS08 extremely valuable and were satisfied with the quality of training they received. The simulation tools and training techniques assisted in promoting the quality of this experience and prompted participants to consider methods by which the current RAAF approach to training could be improved.

Standards emerging today position the training research community on the eve of a scientific breakthrough. In the near future, the scientific community will likely benefit from the ability to routinely cross-compare training technologies and techniques from laboratory training study results, various operational training implementations, and possibly even live exercises. To achieve this capability, common standards must exist in the competencies to be assessed, the metrics used to evaluate those competencies, and the technology enablers to implement those assessments across training organizations. The current work aims (1) to discuss how the use of these common standards can afford this cross-comparison capability, (2) to provide a proof-of-concept study relying on only these standards, illustrating how this approach can be capitalized on at numerous training facilities, (3) to highlight where the common standards can be expanded, and (4) to provide some baseline distributed simulation within-simulator learning results. Thirty-five F-16 teams participated in week-long distributed mission operations (DMO) simulator training. The study was successfully conducted using the common standards with data captured on 31 teams. Minor issues were discovered in the technology enabling standards and recommendations are provided. By the end of the training week, F-16 teams increased weapons employment effectiveness and their kill ratios increased, while launching weapons at longer ranges and permitting fewer enemy strikers to reach their target. The results suggest assessing human performance across installations for cross-comparison of results is feasible, but some maturation of technology enabler standards is necessary to provide a routine, automatic, and robust inter-organizational cross-comparison capability.

To provide an indirect assessment of learning for the overall Distributed Mission Operations (DMO) Within Simulator Training Effectiveness Baseline Study as described in Volume I, Summary Report, of AFRL-HE-AZ-TR-2006-0015, the current work examined pilots who participated in a Pathfinder data collection methodology both before and after five days of DMO training. The Pathfinder methodology is a qualitative/quantitative method that can be used to assess if the pilots' underlying knowledge structures (i.e., their understanding) of air combat may have changed significantly as a function of DMO training. A total of 144 F-16 pilots rated the relatedness of 105 pairs of air combat concepts. Analyzing the before/after DMO training Pathfinder results by flight qualification or Viper flight position revealed remarkably similar results across all matrices. The most remarkable attribute of these networks is their stability; the pilots, regardless of demographic classification or before/after DMO training, view the relationships between the air combat concepts in very similar ways. We postulate that the stability of the networks most likely indicates that the 15 chosen concepts are at a high level of abstraction and reflect the shared knowledge in the general F-16 pilot population. As such, the concepts are likely not sensitive enough (i.e., detailed enough) to reflect differences in understanding resulting from five days of DMO training.
