The EU Drugs Strategy 2013-2020 was adopted in December 2012 and sets out the vision and aims of the European Union's drug policy. The Strategy is organised around two policy fields (drug demand and supply reduction) and three cross-cutting themes (coordination, international cooperation, and information, research, monitoring and evaluation). The aim of the Strategy is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy is implemented through two Action Plans, for the periods 2013-2016 and 2017-2020. This study assesses the EU Drugs Strategy 2013-2020 and the EU Action Plan on Drugs 2017-2020 by looking at the effectiveness, efficiency, relevance, coherence and EU added value of the actions undertaken on the basis of the Strategy and the Action Plan. This study provides evidence to support the Commission's evaluation of the Strategy and Action Plan, with a view to proposing a new strategic document on drugs. It provides findings, conclusions and recommendations, in light of new and emerging challenges at national, EU and international level in the area of drugs. The key recommendation for the Commission is that it should adopt a new strategic document on drugs and corresponding operational document. This strategic document should have concrete and clear priorities, and further integrate drug-related security threats and trends with health, environmental, social, political and international aspects.

The aim of the EU Drugs Strategy 2013–2020 is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy has so far been implemented by an Action Plan covering the period 2013–2016. The report sets out the findings of an evaluation that assesses the degree of implementation of the Strategy and the Action Plan in terms of outputs and, where possible, impacts. It looks at the extent to which the objectives of the Strategy have been achieved. The evaluation aims to provide evidence to support the European Commission’s decision about whether to propose a new Action Plan for the period 2017–2020 and, if so, what changes would be needed compared to the current plan. Through applying a mixed-methods approach, the evaluation examined the effectiveness, efficiency, relevance and coherence of the actions undertaken on the basis of the EU Drugs Strategy and the Action Plan, as well as their EU added value. The evaluation makes 20 recommendations, addressed to the European Commission, Member States, the European Council and other stakeholders. The key recommendation for the Commission is that a new Action Plan should be implemented for the period 2017-2020. This should be an updated version of the current Action Plan, rather than taking a new approach or introducing more new actions.

This evaluation assesses the degree of implementation of the EU Drugs Strategy 2013- 2020 and the Action Plan 2013-2016 in terms of outputs and, to the extent possible, impacts. It looks at the extent to which the objectives of the EU Drugs Strategy have been achieved, highlighting the areas where progress has been made and those where progress is lagging. In addition, the evaluation aims to provide evidence to support the Commission's decision about whether to propose a new Action Plan for the period 2017- 2020, and if so, what changes would be needed compared to the current plan. In accordance with the Better Regulation guidelines, the evaluation addresses 13 research questions that relate to the criteria of effectiveness, efficiency, relevance and coherence of the EU Drugs Strategy and the Action Plan as well as their EU added value. The evaluation addresses all parts of the Strategy; the two policy areas (or 'pillars') of drug demand and drug supply reduction, and the three cross-cutting themes of coordination, international cooperation, and information, research, monitoring and evaluation. This summary describes how the data were collected for the evaluation (and the limitations to those data), sets out the main findings in relation to each of the 13 research questions and presents some cross-cutting conclusions which highlight key messages from across the evaluation criteria. Lastly, it lists the 20 recommendations made by the evaluation.

The drug control regime established by the international community has not succeeded in curbing either the demand for, or the offer of, narcotics. But, despite a series of developments in the Americas – including the legalisation of cannabis in Uruguay and in several states in the United States of America – there is still little support in Europe for repealing drug-prohibition laws. Nevertheless, a gradual policy convergence reveals the emergence of a European model favouring public-health strategies over a strictly penal approach to combatting drugs, while growing transnational support for legalisation indicates the persistence of an alternative paradigm for drug policy.
