The European gas industry has argued that gas can be a bridging fuel in the transition to decarbonised energy markets because of the advantages of switching from coal to gas, and the role of gas in backing up intermittent renewable power generation. While this remains a logical approach for some countries, in others it has proved either not relevant, or generally unsuccessful in gaining acceptance with either policymakers or the environmental community. Policy decisions will be taken in the next 5-10 years which will irreversibly impact the future of gas in the period 2030-50. A paradigm shift in commercial time horizons and gas value chain cooperation will be necessary for the industry to embrace decarbonisation technologies (such as carbon capture and storage), which will eventually be necessary if gas is to prolong its future in European energy markets. To ensure a post-2030 future in European energy balances, the gas community will be obliged to adopt a new message: `Gas can Decarbonise’ (and remain competitive with other low/zero carbon energy supplies). It will need to back up this message with a strategy which will lead to the decarbonisation of methane starting no later than 2030. Failure to do so will be to accept a future of decline, albeit on a scale of decades, and to risk that by the time the community engages with decarbonisation, non-methane policy options will have been adopted which will make that decline irreversible.

In November 2013, the Renewable Energy Working Group (AGFE) of the Nordic Council of Ministers arranged a seminar in Copenhagen, Denmark, to explore renewable energy policy in the Nordic countries post 2030. A preliminary model analysis of future EU energy and climate regulation was prepared expressly for the seminar by Ea Energianalyse. This report describes the results from the model analysis. The results presented at the seminar in Copenhagen, and described in this report, have been supplemented with additional simulations on key parameters after discussions with the AGFE, and some of the assumptions have also been revised.

This book presents the main conclusions reached by the academic project "Geopolitics of Gas and the Future of the Euro-Russian Relations (Geo4GER)." This project is being developed at IPRI -- Portuguese Institute of International Relations, NOVA University, an academic research institute dedicated to advanced studies in Political Science and International Relations, of NOVA University of Lisbon, Portugal. Energy security is a key issue on the international political agenda, a prerequisite for political stability and economic development and an indivisible part of a state's overall security. For Europe, the high-energy insufficiency is a major challenge, given its dependence on external sources, especially from Russia, the lack of diversification of energy sources, and the poor branch of its transmission network. For Russia, energy has been a geopolitical factor of power and a potential strategic vector to its re-emergence as a great power in the international system. However, in terms of energy, Russia also faces some long-term challenges, given the fall of its production and the low competitiveness of its gas, which is currently saved from the market where competition can hardly enter. Given this scenario, and also the increasingly important role in the political and strategic discussion of energy issues between Europe and Russia, it becomes relevant to diagnose the past and the present to forecast the medium and long term future (2030), taking into account the expected changes in the geopolitical and energetic environment, and the characteristics and dynamics of European-Russian relationship, including its energy interdependence and the energy policies and strategies outlined by Europe and Russia.
