The nexus of security, migration and development in Africa is crucial, but certainly not only because of the flows of migrants coming to Europe. It is evident that development, migration, peace and security are connected in several ways, but more light needs to be shed on the concrete effects of their interactions. In this complex framework, the Sahel region represents an important region where the security-migration-development nexus is particularly present and deserves further analysis. This research aims at re-conceptualizing this nexus through the analysis of this linkage in the Sahel region, and in particular vis-à-vis three case countries: Niger, Senegal and Sudan. The publication also recasts the European Union and the United States approaches to these dynamics and explores current and potential partnerships in the region.This book is the result of a IAI-FEPS project entitled "The security-migration-development nexus revised: a perspective from the Sahel". Revised version of six policy reports presented at an international conference held in Addis Ababa on 11 December 2017. In 2016, the European Union (EU) entered a new Migration Partnership Framework with certain priority countries. Among those priority countries, Mali is a significant case with an important presence of EU actors and missions. This paper seeks to understand why and how the EU has been redefining its migration strategy regarding Mali. The migratory context of the EU in recent years has exerted a particular political pressure on the institutional level to act. By prioritising migration, the EU is modifying an existing partnership around one element – migration – that did not constitute the primary field of cooperation in the past. This tendency to policy shift from the traditional ‘security-development nexus’ to a ‘security-migration-development nexus’ has implications for the organisation of EU actors and for the perception of Mali. As a result, the EU risks reducing its relationship with Mali to migration. This phenomenon of ‘crisis externalisation’ should not be guiding the EU’s relations with third countries, especially not with partners such as Mali, in a situation of political and territorial disruption.

As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
