This dissertation contains three essays. The first two essays pertain to the relationship between crop insurance and irrigation management decisions in U.S. agriculture. Irrigation is used as a tool to mitigate the risks of insufficient rainfall and accounts for the majority of water consumption among all water uses. Given growing concerns of future water resource reliability in many areas of the U.S., it is important to understand the relationship between other agricultural risk management strategies and irrigation. The first essay examines how changes in crop insurance coverage affect irrigated land use. This essay takes advantage of major changes in federal crop insurance policy in the mid-1990s. It utilizes an instrumental variable approach to identify the effects of coverage on irrigated land use decisions. The results indicate that increases in coverage, measured as premium per acre, increase the area of irrigated cropland by Western irrigators. In the East, increased coverage is found to decrease the number of irrigated acres.To better understand the relationship between crop insurance and agricultural water demand, the second essay uses producer-level data from 2003-2013 to estimate coverage effects on water use. The results indicate that an increase in coverage decreases the water application rate, reducing total water use for Western producers. For Eastern producers, the relationship between coverage and irrigation is positive but insignificant. This study provides further evidence to suggest that ignoring regional differences can mask the true relationship between coverage and irrigation decisions. The third essay examines the relationship between invasive Asian carp and recreational fishing participation. Bighead (Hypophthalmichthys nobilis) and Silver (Hypophthalmichthys molitrix) carp, commonly known as Asian carp, are aquatic invasive species that have spread throughout the Mississippi River System. Asian carp have the potential to alter local aquatic ecosystems with negative implications on recreational activities. This study examines the impact that Asian carp has had on recreational fishing participation in states where the carp have become established. After controlling for state-specific linear trends, generalized Difference-in-Difference estimates indicate that the presence of Asian carp has not had any causal effect on recreational angling activity, either as measured by fishing license sales or by days spent fishing. Both wild cluster and moving block bootstraps are implemented to correct for potentially biased variance estimates under finite cluster properties.

Considered in this dissertation are three essays that examine the consequences of including spatial and ecological details in estimates of welfare following an invasive species invasion. Each essay uncovers the biases that may arise if such components are misrepresented or underutilized, informing policymakers and researchers to proceed with caution in using potentially biased welfare estimates for cost-benefit analysis decisions. In the essays, computable general equilibrium models are applied to a case study on Asian carp in Lake Michigan - an aquatic invasive species expected to impact fish species and Lake areas in heterogenous ways. Construction of the spatial computable general equilibrium models and the implications for model specifications are explored in the first two essays. The third essay examines biological control options and the potential for unintended policy consequences. Chapter 1 develops the computable general equilibrium model that forms the basis for analyzing space and species-specific impacts from the invasion. The model is designed to link spatial biomass data from the Atlantis ecosystem model of Lake Michigan with recreational fishing behavior and the broader economy. Invasion impacts on biomass levels of sport-fishing species across time and space are heterogenous and influence decisions regarding when, where, and what species to fish. After generating the welfare implications from the explicit space and species model, the results are compared to other versions of the model that aggregate out space or species information. Results indicate that aggregating over one or both may under- or over-estimate welfare impacts by failing to account for important tradeoffs between ecological and economic systems. The magnitude and direction of the misestimate depends also on the ecological setting in which the model is applied. As an extension, Chapter 2 modifies the model from the first chapter to include spatially explicit distance costs. The explicit distance costs are derived from geographic information systems data and tools. Results of a comparative analysis across model specifications are driven by the ecological setting, the correlation between the distance costs and the ecology, and the levels of travel price endogeneity. The analysis suggests that the precision of welfare estimates can improve through inclusion of spatially explicit details in both the economic and environmental systems. As an extension, Chapter 2 modifies the model from the first chapter to include spatially explicit distance costs. The US Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) are responsible for protecting species that are listed as endangered or threatened under the Endangered Species Act (ESA) and for protecting habitats that are critical for their survival. The US Environmental Protection Agency (EPA) is responsible for registering or reregistering pesticides under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and must ensure that pesticide use does not cause any unreasonable adverse effects on the environment, which is interpreted to include listed species and their critical habitats. The agencies have developed their own approaches to evaluating environmental risk, and their approaches differ because their legal mandates, responsibilities, institutional cultures, and expertise differ. Over the years, the agencies have tried to resolve their differences but have been unsuccessful in reaching a consensus regarding their assessment approaches. As a result, FWS, NMFS, EPA, and the US Department of Agriculture asked the National Research Council (NRC) to examine scientific and technical issues related to determining risks posed to listed species by pesticides. Specifically, the NRC was asked to evaluate methods for identifying the best scientific data available; to evaluate approaches for developing modeling assumptions; to identify authoritative geospatial information that might be used in risk assessments; to review approaches for characterizing sublethal, indirect, and cumulative effects; to assess the scientific information available for estimating effects of mixtures and inert ingredients; and to consider the use of uncertainty factors to account for gaps in data. Assessing Risks to Endangered and Threatened Species from Pesticides, which was prepared by the NRC Committee on Ecological Risk Assessment under FIFRA and ESA, is the response to that request.
