The Department of the Air Force is proposing to construct and operate Space Launch Complex 7 (SLC-7) at Vandenberg AFB to launch Department of Defense satellites beginning in 1994 into polar orbit aboard Titan Centaur expendable space launch vehicles. The proposed location of SLC-7 is near Cypress Ridge on South Vandenberg, approximately one mile south of SLC-6, the Vandenberg AFB launch site for the Space Shuttle. The proposed action includes the construction of the launch complex and support facilities, the extension of roads and utilities on Vandenberg AFB, and the launching of the Titan Centaur. In addition, existing launch support facilities constructed for other space launch systems at Vandenberg AFB (i.e., Space Shuttle) are proposed to be used and/or modified as required to support the new launch complex. The satellites proposed to launch aboard the Titan Centaur from SLC-7 require polar orbits. Vandenberg AFB is the only existing U.S. government launch site that can launch satellites into polar orbits without over flying populated land masses.

This Draft Environmental Impact Statement (EIS) has been prepared as part of the United States Air force (USAF) Environmental Impact Analysis Process (EIAP) for evaluation of proposed major projects, in compliance with the National Environmental Policy Act (NEPA) and the regulations of the President's Council on Environmental Quality (CEQ) for NEPA compliance. The Draft EIS presents an analysis of the purpose and need for the proposed action and its alternatives. The SLC-7 facility would be a fenced area of about 50 acres, within which the major preparation and launch activities would occur. Some related activities, including launch control and core vehicle and satellite processing, would occur at existing facilities on VAFB that currently operate in support of Scout, Titan II, and other Titan IV programs. The primary elements of the SLC-7 project, to be constructed and operated onsite, would be the vehicle launch support structure/flame duct, launch mount, umbilical tower, and mobile service tower. There also would be an operations support building, access roads and parking, fuel storage, security systems, and fire protection. Offsite facilities include water storage tank(s), sewage treatment plant, evaporation/ percolation ponds, electrical substation, and communications and utility corridors.

The proposed action is the construction and operation of a Titan IV/ Centaur space launch complex in support of the Department of Defense (DOD) space program. The project is designed for a minimum of 25 years, with construction planned to begin in 1991, followed by operations in 1994 or 1995. Known as Space Launch Complex 7 (SLC-7), the project would be located on South Vandenberg Air Force Base (VAFB), California. The Titan IV/Centaur is an unmanned, expendable launch vehicle capable of launching critical DOD payloads in the 10,000-pound class to high energy orbits. The proposed facility at VAFB would support requirements for timely launches of these payloads from a location where highly inclined and polar orbits can be safely achieved. This action would maintain assured access to space by providing backup launch capability for the Titan IV/ Centaur and Titan IV/NUS vehicles. Diagrams of the two launch vehicles are shown in Figure S.2 (Titan IV Vehicle Configurations).

This Draft Environmental Impact Statement (DEIS) addresses the environmental impacts which may be caused by the preparation and operation of the Ulysses spacecraft, including its planned launch on the Space Transportation System (STS) Shuttle and the alternative of canceling further work on the mission. The launch configuration will use the STS/Inertial Upper Stage (IUS)/Payload Assist Module-Special(PAM-S) combination. The Tier 1 EIS included a delay alternative which considered the Titan 4 launch vehicle as an alternative booster stage for launch in 1991 or later. However, the U.S. Air Force, which procures the Titan 4 for NASA, could not provide a Titan 4 vehicle for the 1991 launch opportunity because of high priority Department of Defense requirements. The only expected environmental effects of the proposed action are associated with normal Shuttle launch operations. These impacts are limited largely to the near-field at the launch pad, except for temporary stratospheric ozone effects during launch and occasional sonic boom effects near the landing site. These effects have been judged insufficient to preclude Shuttle launches. In the event of (1) an accident during launch, or (2) reentry of the spacecraft from earth orbit, there are potential adverse health and environmental effects associated with the possible release of plutonium dioxide from the spacecraft's radioisotope thermoelectric generators (RTG). The potential effects considered in this EIS include risks of air and water quality impacts, local land area contamination, adverse health and safety impacts, the disturbance of biotic resources, impacts on wetland areas or areas containing historical sites, and socioeconomic impacts. Intensive analysis of the possible accidents associated with the proposed action are underway and preliminary results indicate small health or environmental risks.
