In the 1985 amendments to the Animal Welfare Act, Congress included a requirement that facilities housing nonhuman primates provide for the psychological well-being of these animals. This amendment became synonymous with the term "environmental enrichment." According to the USDA, APHIS, Animal Care Research Facility Inspection Guide, facilities that house nonhuman primates must develop and implement an environmental enhancement plan. The plans must address social grouping, environmental enrichment, special considerations, restraint devices, and any exemptions.
