Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs.

Download Assessing the Impact of Energy Prices on Plant-level Environmental and Economic Performance Book in PDF, ePub and Kindle
This paper provides an empirical analysis of the impact of energy price increases - induced notably by the removal of fossil fuel subsidies - on the joint environmental and economic performance of Indonesian plants in the manufacturing industry for the period 1980-2015. The paper shows that a 10% increase in energy prices causes a a reduction in energy use by 5.2% and a reduction in CO2 emissions by 5.8% on average, with more energy-intensive sectors responding more to the shocks. At the same time, energy price increases increase the probability of plant exit and reduce employment of large and energy intensive plants, but the estimated effect is very small (-0.2% for a 10% increase in energy prices). Morevoer, energy price changes have no significant influence on net job creation at the industry-wide level, suggesting that jobs are not lost but reallocated from energy-intensive to energy-efficient firms. Overall, the empirical evidence demonstrates that environmental fiscal reforms in emerging economies like Indonesia can bring about large environmental benefits with little to no effect on employment.

Models are fundamental for estimating the possible costs and effectiveness of different policies for reducing greenhouse gas (GHG) emissions. There is a wide array of models to perform such analysis, differing in the level of technological detail, treatment of technological progress, spatial and sector details, and representation of the interaction of the energy sector to the overall economy and environment. These differences impact model results, including cost estimates. More fundamentally, these models differ as to how they represent fundamental processes that have a large impact on policy analysis-such as how different models represent technological learning and cost reductions that come through increasing production volumes, or how different models represent baseline conditions. Reliable estimates of the costs and potential impacts on the United States economy of various emissions reduction and other mitigation strategies are critical to the development of the federal climate change research and development portfolio. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop, summarized in this volume, to consider some of these types of modeling issues.
