"[The report] is based on a compilation of data obtained from a survey regarding environmental education needs of the Lower Rio Grande Valley from Laredo/Nuevo Laredo to Brownsville/Matamoros ... Based on information from 335 surveys, the Needs Assessment concludes that the "pre-eminent topic for environmental education in the Lower Rio Grande Valley is the concern for the quality and quantity of water from the Rio Grande/Rio Bravo River." The report identified that a variety of environmental education programs are in use in the Valley and that many people received their environmental information through conferences and informal training. There is a desire for bilingual programs and that support needs to be given to bi-national organizations that can extend environmental education programs to population on both sides of the border"--Attached cover letter, dated 18 Dec. 2003.
