An Environmental Baseline Survey (EBS) was undertaken to make a determination of the suitability to lease Building P-5 at Fort Devens, Massachusetts. The proposed lease is for the period of one year to the Massachusetts Government Land Bank. Building P-5 consists of two floors (approximately 9,217 square feet of space). The first floor will be occupied by the by the Massachusetts Government Landbank and used for administrative purposes. The second floor will be subleased to a Native American organization to function as the United Native American Cultural Center. The EBS followed the protocols outlined in current Department of Defense (DoD) Guidance. This included records review, review of aerial photographs, and a physical inspection of the proposed lease parcel and adjacent areas. Sampling was conducted for asbestos contaning materials only in the proposed lease parcel. Other environmental sampling was not deemed necessary for this parcel. This EBS is a supplement to the Final Community Environmental Response Facilitation Act (CERFA) Report for the Fort Devens Facility, Fort Devens, Massachusetts, April 1994.

This letter report presents the results of the Community Environmental Response Facilitation Act (CERFA) investigation conducted by the Army Environmental Center for Building No. 500 at the U.S. Army Garrison, Fitzsimons (Fitzsimons), a U.S. government property selected for closure in 1995 by the Base Realignment and Closure (BRAC) Commission under Public Laws 100-526 and 101-510. Under CERFA (Public Laws 102-426), Federal agencies are required to expeditiously identify real property that can be immediately reused and redeveloped. Satisfying this objective requires the identification of real property where no hazardous substances, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and no petroleum products or their derivatives were stored for 1 year or more, known to have been released, or disposed.

(ABB-ES) conducted Site Investigations (SIs) at 31 Study Areas (SAs), and Supplemental SIs (SSIs) at 13 SAs, within Groups 2 and 7 at Fort Devens, Massachusetts (Table 1-1). SA 43, which is associated with Group 2, is comprised of 19 historic gas station sites (SA 43B through SA 43S) and the former central fuel distribution location (SA 43A). These sites are presented separately in Section 6.0 of this report. The locations of these SAs are shown in Figures 1-1 and 1-2, respectively.

ABB Environmental Services, Inc. (ABB-ES), prepared this Feasibility Study (FS) Report for Area of Contamination (AOC) 43G at Fort Devens, Massachusetts in accordance with the U.S. Army Environmental Center (USAEC) Contract DAAA15-91-D-0008, Delivery Order 005. On December 21, 1989, Fort Devens was placed on the National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Supertund Amendments and Reauthorization Act (SARA). In addition, under Public Law 101-510, the Defense Base Realignment and Closure (BRAC) Act of 1990, Fort Devens was selected for cessation of operations and dosure. In accordance with these acts, numerous studies, including a Master Environmental Plan (Biang et al., 1992), Enhanced Preliminary Assessment, and Site Investigations (Sis) have been conducted which address potential areas of contamination referred to as Study Areas (SAs) at Fort Devens. A current total of 76 SAs have been identified and placed in 13 priority groups. These SAs are subject to a Federal Facility Agreement (FFA) (Interagency Agreement AG) between the U.S. Department of the Army and the U.S. Environmental Protection Agency (USEPA) for environmental investigations and remedial actions (USEPA, 1991a).

The Phase II EBS results document the extent of environmental contamination believed to be present on McCormick Ranch. Explosive test areas having the greatest potential for containing soil contaminants were identified using the following geophysical survey methods: EM 31 terrain conductivity meter, magnetometer/gradiometer, and ground penetrating radar. From the geophysical surveys five areas were selected to conduct further environmental analysis. A total of 310 soil samples were collected from the five areas and 13 specific high explosive test sites. The samples were screened for semi-volatile organic compounds, PETN, TNT, TNT-degradation products, nitrates and radioactivity. Laboratory analyses were performed and no explosives or degradation products were identified. Semi-volatile organic compounds were found in 2 samples, manganese was detected in 3 samples, nitrates were discovered below soil action levels and radiation levels were below background. Consequently, it is unlikely that significant contamination exists.

Basewide environmental investigations were performed on Fort Devens from 1993 through 1995 in support of Base Realignment and Closure Environmental Evaluation activities. Seven basewide programs or Areas Requiring Environmental Evaluation (AREEs), were investigated during this time period. Supplemental sampling at select sites was recommended in the final reports for two AREEs, AREE 70 (Storm Sewer Evaluation) and AREE 69 (Past Spill Sites). This supplemental sampling event was performed in support of those recommendations.

Site Investigations (Sis) at Fort Devens Sudbury Training Annex (the Annex), Massachusetts, were performed by Ecology and Environment, Inc; (E & E) for the United States Army Environmental Center (USAEC) under Total Environmental Program Support (TEPS) Contract No. DAAA15-90-D-0012, Delivery Order No. 0004. Volume II describes all of the 38 sites assigned to E & E in the second phase of activity at the Annex using a watershed approach where each of the sites are grouped based upon their surface water and groundwater drainage characteristics and locations within one of six watersheds at the Annex. As described in Volume I (General Volume) of this report set, the Sis were conducted in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as directed under the Federal Facility Agreement between the United States Army and the United States Environmental Protection Agency (EPA). Volume III contains the appendices which present field notes, drilling logs, geotechnical data, geophysical investigation summaries, analytical qualification results, ecological investigation results, and other data produced during the SIs. Thirty-eight sites were assigned to E & E in the second phase of activities at the Annex. A total of 31 SIs were conducted (Sites A8/P10 and P31/P58, were combined for Sis because of their proximity to each other). Two Remedial Investigations (RIs), involving five sites at the Annex (Sites P11/P13, and P36/A12/P37, respectively), are currently underway. Conclusions regarding these RI sites will be made when the RIs are complete. Information on these sites is presented in this report to help in watershed-wide assessments.
