"The National Marine Fisheries Service (NMFS) has prepared this Supplemental Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA). This EA supplements the 2008 Final Environmental Assessment: Reducing the Impact on At-risk Salmon and Steelhead by California Sea Lions in the Area Downstream of Bonneville Dam on the Columbia River, Oregon and Washington (hereafter, 2008 Final EA), and the 2012 Supplemental Information Report: In Response to the August 18, 2011 Application by Idaho, Oregon, and Washington for Lethal Removal Authority under Section 120 of the Marine Mammal Protection Act (hereafter, 2012 SIR). This document considers the environmental consequences of alternative actions to continue to reduce California sea lion predation on salmonids listed as threatened and endangered under the ESA below Bonneville Dam as detailed in the states’ January 27, 2016, application. The analysis will inform NMFS’ decision-making to either approve or deny the states of Idaho, Oregon, and Washington (states) to lethally kill California sea lions by intentional means in accordance with section 120 of the Marine Mammal Protection Act (MMPA).
