The Minnesota Department of Natural Resources says the recovery plan should spell out that closure of the deer season would be considered only if a habitat program and a timber wolf reduction program for some unforeseen reason, should fail. Such closure would be considered only on the basis of the deer population itself, says the depart ment, and would be a State decision.
